Inside the shrine, go up the stairs toward the large metal box directly ahead. Use the Ultrahand ability to put it against the wall and then climb up it to reach the next floor. Next, take the nearby block and put it below the ladder. Grab the other block from the floor below and place it on top to reach the ladder.

Climb up the ladder to reach the third floor. Before using the blocks to reach the altar, return to the beginning of the shrine and look for a series of sixteen small squares on the ceiling as depicted in the image above. Use Ascend to go through the ceiling and open the chest to receive a Magic Rod. Use Ascend once again to leave the cage where the chest is.

This chest can be obtained before even moving a single block. So whether players get this chest earlier or near the end of the shrine is entirely up to them.

After getting the chest, use Ultrahand to take both of the blocks on the second floor up to the third floor. All three blocks will be needed to reach the altar. Place the block that can't be climbed down first and then use Ultrahand to combine one block directly on top of it.
