Players will unlock an alternate form of Rover, called Havoc Rover, during the course of the main story of Wuthering Waves. Havoc Rover shares a lot of similarities with Spectro Rover, but the changes in their kit allow them to take on more of a main DPS role.

Havoc Rover's Forte Circuit allows them to enter a buffed berserk state called Dark Surge. During the Dark Surge state, Havoc Rover's attacks do more damage, and their basic attack combo is replaced by an alternative variant that deals more AoE. The great thing about Rover is their base stats are surprisingly high, meaning even if their kit seems lackluster on paper, the damage numbers are through the roof. Havoc Rover is a strong main DPS and the second version of the main character in Wuthering Waves.

1 Havoc Rover + Danjin + Jianxin

Havoc Rover is the main DPS on this team, while both Danjin and Jianxin provide support, mainly through their respective Outro Skills. Danjin's Outro skill provides a 23% Havoc DMG Deepen to the next character that switches on the field. Jianxin's Outro, on the other hand, provides a 38% Liberation DMG bonus to the next character after her. These two effects cannot be stacked. You cannot trigger Danjin's Outro and then immediately trigger Jianxin's Outro to give Havoc Rover both buffs. Each buff is only given to the one character that switches into it first. This means that players need to be very aware of which buff their Rover currently has.

If they have the Danjin buff, they want to use their basic and heavy attacks combo and trigger their Forte Circuit to enter the Dark Surge state. But if they want to do their Liberation, Jianxin's buff will technically result in more damage. Of course, Danjin's Havoc DMG Deepen also affects Rover's Liberation, but the difference will be between +22% and +38%. Note, however, that min-maxing is not required to play this team. Jianxin also serves as an excellent sub-DPS and support unit. Her value extends beyond just her Outro skill.

2 Havoc Rover + Mortefi + Verina

Mortefi is one of the best support characters in Wuthering Waves who can work with almost any unit owing to the way his Liberation works. Havoc Rover is no exception. Best suited in the role of the sub-DPS, Mortefi's goal in a fight is to gather enough ER to trigger his Liberation. Once used, Mortefi summons a turret next to the active on-field unit. This can be Mortefi himself or any other unit, and the turrent doesn't fade when switching multiple times.

Any time the on-field character uses a basic attack, the turret fires one Marcato. If the character uses a heavy attack, it fires 2 Marcato. Additionally, Mortefi's Outro skill buffs the Heavy Attack damage of the incoming character by +38%. This means that characters that use exclusively heavy attacks like Jiyan are Mortefi's best pairings, but he works for other units as well. Luckily, Havoc Rover tends to use their Heavy Attack during their combo in the Dark Surge state.

Verina's buff works similarly to Mortefi's, allowing her to attack from off-field when another unit attacks a target marked by her Liberation. This means that players can stack both Mortefi’s and Verina's Liberation before switching to Havoc Rover to deal massive damage.

3 Havoc Rover + Sanhua + Baizhi

For F2P players, Sanhua is a free Glacio DMG unit in Wuthering Waves who can be obtained by logging in for 5 days straight. While Sanhua primarily works as a sub-DPS, she wants to have a little more time on-field in this team. Sanhua's Outro Skill buffs the incoming characters' basic attack DMG by 38%. Havoc Rover can take advantage of this by weaving and spamming basic attacks during their combo.

In an optimal rotation, Rover uses the time they have on-field with Sanhua's buff to generate as much of their Forte Circuit as possible before switching to Sanhua who will then complete a full combo (Skill, Liberation, Forte Circuit) before switching back to Rover once her Concerto is full, repeating the cycle. Baizhi's main responsibility is to heal and use her Outro skill if she needs to be switched so that the next character gains a +15% All Damage Type Deepen.
