The first prerequisite is to receive an invitation letter from Joja Corporation, in which he will directly invite you to his hideout. Here is what the letter you will receive from Fizz says:

Meet me in the watery cave on Ginger Island.

So, as soon as you receive this letter, you can immediately go in search of this NPC. The letter mentions the watery cave on Ginger Island, which is also known as the Mushroom Cave. If you've just started the new file, you'll need to access Ginger Island first, but if you've already done so, then head to the center of the island, as that's where the cave entrance is located. Once you enter the cave, move forward until you reach a dead end, and that's where Fizz will be standing and waiting for you.
