Persona  games are full of powerful characters who can bend the rules of reality, and in some cases, the rules of time and space themselves. On the other end, though, are the weaker persona users that don't get a lot of the spotlight for themselves.

Certain boss characters use personas and are hyped up to be ultra powerful, only for their encounters to fall flat after the battle. There's few things more jarring than an underwhelming boss fight after hours of the game building up expectations for an epic battle. Meanwhile, weak persona player characters in the games usually have weak skills that don't help them succeed as party members. Here are a few of the franchise's most disappointingly weak characters.

Takaya Sakaki

Takaya is a main antagonist in Persona 3 . He aims to bring about the end of the world by worshipping Nyx, a powerful dark being. He forms a cult around this idea and antagonizes the main characters throughout the game, from beginning to end basically.
Tayaka was tested on for his innate abilities in regards to personas and things happening in during the Midnight Hour. Because of this, he grows a hatred for SEES and the main characters of the game. He's the only character who can summon a persona without an evoker, which is a sign of great strength. Even with all of that, his boss fight isn't particularly challenging, and he spends his time crawling on the ground after he's defeated.

Marie

Marie is not a human, and is an interesting case in the world of Persona games. In the main game Persona 4 Golden , she never wielded a persona. However, like Elizabeth, she can in Persona 4 Arena Ultimax . Both Marie and Elizabeth live and work in the Velvet Roomm and are beings above humans.During Persona 4 Golden , Marie is revealed to be a higher being who is at the mercy of her godly counterparts. Even though she wields unimaginable powers, she still needs the main cast of humans to help her escape. She never shows her true abilities to the world, which makes her seem like a weak side character.

Theodore

In Persona 3 FES , Theodore takes over the role of Elizabeth in relation to the protagonist, assuming that Elizabeth has left the Velvet Room. Theodore basically goes through the same events as Elizabeth, and is supposedly very strong since he's Igor's assistant.

However, as the game progresses, there are small differences between Theodore and Elizabeth. These suggest the former is either a weaker persona user, or just has a weaker will. Either way, he's not able to do what Elizabeth did for her protagonist. This ends up affecting the end of the game, and the fate of the protagonist as well.

Yusuke

Yusuke is the first character players recruit outside of the core squad of Phantom Thieves in the beginning of Persona 5 . He starts off with a lot of use, since he has ice magic skills and relatively high attack for physical skills. But as the game progresses, he loses relevance when players can use the main character for ice skills and better team compositions.
His persona reveal is one of the most emotional and serious, which makes Yusuke seem very powerful. It's possible to use him effectively in teams later in the game, but it requires a lot more shuffling around than just using a more versatile character.

Sho Minazuki

Sho has demonstrated extreme levels of strength in Persona 4 Arena Ultimax , going toe to toe with persona users while using only physical weapons. This type of strength is practically unheard of in the Persona universe and made Sho seem like he would be a huge threat to the world.
After he obtains his persona, however, Sho Minazuki actually starts to seem a lot weaker than before. He doesn't wield any super strong attacks with his Persona. What's more, the power boost seems minuscule compared to how strong he was before getting the power to control his true self.

Yu Narukami

Compared to normal persona users,  Persona 4 's protagonist is definitely a force to be reckoned with. However, compared to other wild card users and protagonists of other Persona games, he doesn't stand up to his counterparts. Yu Narukami can wield multiple personas of every arcana, just like the other main protagonists. Yet, he doesn't receive a huge power boost at the end of his game like the others do. There's something to be said about Persona 4 's ending power boost coming from the power of friendship. Still, that doesn't help Yu's individual strength when compared to the protagonists of Persona 2 and 3 . One of them obtains the power to end the universe, and the other becomes a god.

Jin Shirato

Jin is another member of Strega, an antagonistic group from Persona 3 . There isn't much to say about him other than that he and the other members of Strega talked a big game, without delivering in the end. Jin uses grenades and explosives, which is a very non-confrontational choice.
Jin's boss fight is pretty straightforward and, for a lot of players, underwhelming. Strega was set up to be some of the strongest persona users in the Persona 3 world, but that doesn't translate well in their fights. It's a shame that they weren't more memorable, because evil persona users became a staple after Persona 3 , appearing in the 4th and 5th games.

Kanji Tatsumi

Kanji Tatsumi is a great early-game character in  Persona 4.  He has stronger physical damage than other powerhouses like Chie, but as the game progresses, it becomes difficult to find a role for him to fill. Kanji's low elemental damage and lack of strong unique skills makes him one of the weakest supporting cast members. Players should be careful about grinding with Kanji early in the game, because the investment isn't usually worth it unless they are really loyal to the character.

Koromaru

Koromaru is easily the cutest member of SEES, which tempts players to include him in their party as soon as possible. The novelty of a spell-casting, knife-wielding dog wears off pretty quickly though, when players notice that his skills and abilities are extremely niche.
Koromaru uses dark and light attacks, which have low-to-moderate chances of instant killing enemies. These abilities are great when enemies are weak to those elements. If not, though, players need to use other abilities to boost their chances of the instant kill. It's surprising that Koromaru is so hard to use because of how his persona formed. Since he's a dog, he should have a strong connection to his true self, forming a stronger persona.

Detective Naoto

Naoto Shirogane is a pretty versatile character in Persona 4 , but she also makes an appearance in her own manga as one of the most powerful persona users. On paper, Naoto's ability should make almost any confrontation an easy fight. Unfortunately, Naoto suffers from a huge mental block that keeps her from unleashing her full potential.
Her Persona's ability in the manga is a special power called "ability tune". Ability tune allows Naoto to manipulate the variables of other Personas at a whim. Unfortunately, she mainly chooses to use this power for supporting other characters, instead of taking charge herself, when she could use her ability to literally nullify attacking personas.
