The only place where you can find Mermaid Boots in Stardew Valley is Volcano Dungeon. More precisely, you have to search and open rare chests, inside which you can get the desired boots with a 1/9 chance. Common and rare chests will randomly spawn on all floors of this dungeon. However, exploring the 9th and 10th floors increases your chances of finding the chest you need.

It is worth noting that having a high Luck stat increases your chances of finding rare chests, so spend some time near the bodies of water of Skull Cavern or the Quarry Mine with Pan in your hands to get the Lucky Ring. In addition, choose the days to go into Volcano Dungeon based on your Daily Luck. If the spirits have rewarded you with a star or a pyramid, you should take a chance, but if you have a skull or a bat, you should spend the day doing other things.

The entrance to the dungeon is located on the southern volcano slope and is relatively easy to spot. The disadvantage is that, unlike the Mine, to move through the Volcano Dungeon, you will have to look for doors located in specific places to go down and then go outside. You won't be able to teleport from Volcano Dungeon without the help of the parrot on the 5th floor or Warp Totems, but since there are only ten floors, it's not that bad.
