Following the Pokemon Day 2023 Tera Raid event featuring Mewtwo and offering players a free Mew to defeat it, the thought of more legendary raids in Scarlet and Violet is highly possible. Considering that the next Pokemon game, Pokemon Legends: Z-A, is releasing sometime in 2025, there's certainly time for some legendary challenges in the meantime.

With so many legendary Pokemon returning in the Indigo Disk DLC, and with only a handful of legendaries not being in the game at all, the options for what might appear in a Tera Raid are somewhat up in the air, given that many of these rare Pokemon are readily available for players. Even with legendaries in the game, there are a few Pokemon that are definitely worthy of the Tera Raid challenge.

1 Galarian Legendary Birds

While the Snackworth quest in the Blueberry Academy gives players access to the original Kanto legendary birds of Articuno, Zapdos, and Moltres, a fairly recent addition to these birds is unseen within the game. The Galarian version of these birds debuted in Sword and Shield and could be introduced through a Tera Raid event.

Since the Galarian birds lose their elemental Dual-typing in favor of Psychic, Fighting, and Dark-typing respectively, the addition of the Terastallization gimmick to these already unique regional variants could present an obvious and suitable challenge. Whether the Tera-type could be Flying, or one of the types the Galarian birds possess for even stronger and scarier STAB moves, the return of these fascinating forms would be well appreciated.

2 Regieleki And Regidrago

The somewhat odd new additions to the legendary giants, Regieleki and Regidrago are one of the few Pokemon from Sword and Shield that didn't reappear with the Indigo Disk DLC. While a very new addition to the group made up of Regirock, Regice, Registeel, and Regigas, the continued presence of these titans, especially as semi-version exclusive Tera Raids, would line up perfectly.

3 Zygarde

A Pokemon that has received a lot more attention and focus after the last Pokemon Day, Zygarde could be a perfect Pokemon to bring to Scarlet and Violet for Tera Raids. Known famously for its difficult Dynamax Adventure battle, transforming into its Complete Forme, as well as being the titular reason behind Pokemon Legends: Z-A, Zygarde offers both a tremendous Raid challenge.

Beyond Zygarde entering Tera Raids functioning as an advertisement for Legends: Z-A, the difficulty and power of this Pokemon is truly legendary. The swap to its Complete Forme at half-health is the main threat, as this doubles Zygarde's HP stat and, at least seen in the Dynamax Adventure, heals it slightly, making it difficult to truly knock out this Pokemon. The moves available to Zygarde are equally scary, with access to Dragon Dance and its signature moves of Land's Wrath, Thousand Arrows, Thousand Waves, and Core Enforcer, with the Ground-type Thousand Arrows hitting flying or levitating Pokemon and Core Enforcer nullifying abilities, along with plenty other powerful moves. The Mewtwo Tera Raid might seem like nothing compared to what Zygarde can do.

4 Shiny Rayquaza

Perhaps one of the most iconic and beloved shiny Pokemon, shiny Rayquaza could be a perfect Tera Raid boss in Scarlet and Violet for several reasons. Beyond the presence of a shiny Rayquaza in the Pokemon anime and the synergy of bringing that Rayquaza to the game, the power behind Rayquaza would be just as well-equipped for ruling a Tera Raid.

5 Koraidon And Miraidon

Like many of the recent games, there's often a distribution of the opposite game's legendary Pokemon, at either real-world locations or distributions over the internet. With Sword granting players a shiny Zamazenta and Shield granting players a shiny Zacian, the foundation is absolutely in place for Scarlet players to have a chance at catching a possibly shiny Miraidon, and Violet players being able to find a shiny Koraidon.

Even without the element of either box legends being shiny, having access to catching an otherwise unobtainable legendary is a feature most players greatly appreciate. While a shiny version of each would be a nice cherry on top of the event, it isn't necessary by any means. With both Koraidon and Miraidon having abilities and moves geared towards Tera Raids, having this paradoxical pair in the Tera Raid cycle would be a perfect way to end Scarlet and Violet.
