Although it currently remains unconfirmed whether Pokemon Legends: Arceus will ever get a sequel, it seems a very likely scenario thanks both to its success and how many open-ended Pokemon stories it featured, such as the pictures of a trainer that looks like Alder hanging on the wall. The format is also a good one for the series, with Pokemon Legends: Arceus' catching mechanics differing dramatically from those of regular games, including the combat itself.
One of the most popular options among those voiced by fans when it comes to which region the next Pokemon Legends should go to, Johto is often among the most picked. A Pokemon Legends Johto game would make a lot of sense for many reasons, including the fact that the region has an unresolved mystery in the form of the Burned Tower in Ecruteak City and the story of Lugia, Ho-Oh, and the Legendary Beasts. Given the success of Hisuian forms in Pokemon Legends: Arceus, a Johto sequel would do well to include its fair share.
Sudowoodo
Pokemon Gold and Silver introduced many new critters, and Sudowoodo always was an intriguing one due to its similarity with the region's trees. Considering that a Pokemon Legends Johto game would take place in the past, having a different form or evolution of Sudowoodo that's based on the landscape at the time would be an interesting addition to Pokemon titles. Since Sudowoodo only ever received a baby form in Gen 4, an evolution would make sense, and it could finally give it its long-forgotten Grass type like Pokemon Scarlet and Violet's Brassius does with Terastallization.
Gyarados
One of the very few Pokemon to be featured in every mainline title for the series, a regional form for Gyarados would likely become an instant fan favorite given how popular the critter is. On top of that, Gen 2 games included a story beat that allowed players to catch the infamous Red Gyarados, a shiny Pokemon, which ended up being on most teams in the generation. Pokemon Scarlet and Violet almost included a regional fake Gyarados and Magikarp, according to datamining, but having them as regional forms in a Johto game would be a better way to bring the evolutionary line full circle.
Bidoof
Bidoof is a meme Pokemon by all accounts, to the point that many players have undertaken the challenge of beating Gen 4 remakes with just a level 100 Bidoof, even facing the Champion Cynthia with it. With a Pokemon Legends Johto game, Game Freak has the unique chance to double down on the meme potential of Bidoof, who was also part of Pokemon Legends: Arceus' story. Since the critter likes to gnaw on wood, and considering Johto's many wooden buildings, it would make sense to give this creature another evolution or regional form that not only has an impact on the story, but also takes Bidoof and Bibarel's meme status to the next level - possibly making them actually very good.
Drampa
Drampa's Pokedex entries describe it as a gentle creature that likes living on the top of mountains, only descending to nearby villages and towns whenever it's hungry and wants some berries. Considering that Johto has a mountain range that it shares with Kanto, and seeing how one of the region's noteworthy towns is up there, this could set the perfect stage for a Drampa regional form or evolution. Blackthorn City is not only up on a mountain, but it is also home to Gen 2's Dragon-type Gym Leader, Clair. With Drampa being a Normal/Dragon critter, a Pokemon Legends Johto game could turn this gentle monster into a much more powerful one, maybe making it more impactful in future Pokemon games.
