The Pokemon series is known for creating strange and wonderful creatures, and fans can find plenty of their favorites in the newly released Pokemon Legends: Arceus. However, all Pokemon are not created equal. While some have incredible designs and fantastic Moves that make them special, other Pokemon stand out for their incredibly high stats.

One of the stats that can separate a good Pokemon from a great one is Special Attack. The Special Attack stat determines how much damage a Pokemon deals when using a special move and can be devastating to opponents in battle. Let's take a look at the Non-Legendary Pokemon with the highest Special Attack stats in Pokemon Legends: Arceus.

5 Lucario

Lucario is a Fighting/Steel-type Pokemon with a Special Attack of 115. It's not just the SpecialAttack stat that is noteworthy, everything about this Pokemon is very good: the type combination (8 resistances, 1 immunity, 3 weaknesses), Movepool, and stats.

Lucario also has high Attack and Speed. And, to top it all off, it's easy to find. Lucario's pre-evolution, Riolu, can be located at Icebound Falls and Snowfall Hot Spring in the Alabaster Icelands.

4 Typhlosion

Cyndaquil is one of the starters that can be picked at the beginning of Pokemon Legends: Arceus, and it can be evolved into Typhlosion. In Legends, it has a new regional form that is a Fire/Ghost-type with 119 points in its Special Attack stat. Fire/Ghost is a very good type combination, giving Typhlosion 7 resistances, 2 immunities, 5 weaknesses, and access to Ghost-type moves. Typhlosion's speed stat at 95 is nothing to complain about either.

The most noteworthy thing about Hisuian Typhlosion is its signature Move, Infernal Parade. This is a Special Ghost-type move with 60 base power and a 30% chance to inflict the opponent with a Burn. What makes Infernal Parade so good is that its power will double if the opponent has any kind of status condition (not just Burn), bringing it up to 120, allowing the move to hit extremely hard.

3 Gardevoir, Roserade, Magmortar, Togekiss, & Zoroark

All of these Pokemon have their Special Attack stats tied at 125 points.

  • Gardevoir is a Psychic/Fairy-type, with very high Special Defense and decent Speed. Its un-evolved form of Ralts can be found at Gapejaw Bog and the Shrouded Ruins in Crimson Mirelands.
  • Roserade is a Grass/Poison-type with high Special Defense and good Speed. Both of its pre-evolved forms, Budew and Roselia, can be found at Gapejaw Bog in Crimson Mirelands.
  • Magmortar is a pure Fire-type with a usable Attack and good Special Defense. Its first forms of Magby and Magmar can be found on Firespit Island in the Cobalt Coastlands. A Magmarizer is needed for Magmar to evolve completely.
  • Togekiss is a Fairy/Flying-type with good stats in everything minus Attack. Togepi and Togetic are both located at Cottonsedge Prairie in the Crimson Mirelands. Togetic needs to have a Shiny Stone used on it for it to turn into Togekiss.
  • Zoroark received a new regional form in Legends that is a Normal/Ghost-type. This type combination is excellent both offensively and defensively. Offensively, very few Pokemon can resist the combination of both Normal and Ghost, while defensively, it has 3 immunities to Normal, Fighting, and Ghost, and a weakness to Dark. This form of Zoroark is also slightly faster with a higher Special Attack than its regular counterpart.

Just like with Typhlosion, it has a signature Special Ghost-type Move called Bitter Malice that has 60 base power but doubles to 120 if the user has a status condition. This move also has a 30% chance to induce Frostbite, a new status in Legends that cuts the power of the opponent's Special moves in half, as well as damaging them slightly at the end of each turn. Its first form, Zorua, can be found at Bonechill Wastes in the Alabaster Icelands.

2 Gengar, Espeon, Magnezone, & Glaceon

These Pokemon have their Special Attack stats tied at 130 points.

  • Gengar is a Ghost/Poison-type, with very high Speed. Its un-evolved forms, Gastly and Haunter can be found at Gapejaw Bog, Scarlet Bog, the Shrouded Ruins, and in Crimson Mirelands.
  • Espeon is a pure Psychic-type with good Special Defense and high Speed. Its unevolved form, Eevee, can be found at the Horseshoe Plains in the Obsidian Fieldlands. Espeon itself appears in Space-Time Distortions at the Alabaster Icelands. In order to evolve Eevee into Espeon, it needs to level up with high Happiness during the day.

  • Magnezone is an Electric/Steel-type with high Defense and decent Special Defense. Electric/Steel is a phenomenal defensive typing as it has a whopping 11 resistances, an immunity, and only 3 weaknesses. Its pre-evolved forms, Magnemite and Magneton can only be found in Space-Time Distortions in the Cobalt Coastlands. Note: With a Magneton, a Thunder Stone must be used on it for it to evolve into Magnezone.
  • Glaceon is a pure Ice-type with high Defense and decent Special Defense. Eevee's location is already explained above, but for it to turn into Glaceon, it will need to be taken to the Ice Rock in the Alabaster Icelands. Glaceon itself can also be found in Space-Time Distortions in the Alabaster Icelands.

1 Alakazam & Porygon-Z

Both of these Pokemon have their Special Attack stats tied at 135 points.

  • Alakazam is a pure Psychic-type Pokemon with good Special Defense and high Speed. Both of its pre-evolved forms, Abra and Kadabra, can be found at Sandgem Flats in the Obsidian Fieldands. Kadabra needs to have a Linking Cord used on it for it to turn into Alakazam.
  • Porygon-Z is a Normal-type Pokemon with good Speed. Its entire evolutionary line of Porygon, Porygon2, and Porygon-Z can only be found in Space-Time Distortions at the Crimson Mirelands. Porygon needs an Up-Grade to evolve into Porygon2, which then needs a Dubious Disk to evolve into Porygon-Z
