Battle Raids that aren't Legendary, Mega, or Elite generally aren't as tough to complete in Pokemon GO, but that doesn't mean trainers can't run into some obstacles. Four-star Battle Raids in particular can still lead to some failed attempts if trainers enter with the wrong counters and not enough allies, so it's well worth the short amount of time it takes to review some optimal counters before diving into any fight.
When it comes to a Pokemon GO Battle Raid boss like Ursaring, trainers have some interesting options. Normal-types are primarily weak to Fire-types, so trainers can lean pretty heavy on that archetype as they attempt to form a powerful counter roster to stand up against this type of raid boss. There have been a lot of powerful Fire-types and Fire moves released in the mobile AR game over the years, so veteran trainers likely have a lot of options for this particular counter roster.
Four-star Battle Raids don't require as much total damage as the Legendary tier, so groups can likely get by with closer to two to four experienced players who are using smart counter roster strategies. As always, trainers should consider spending some Elite TMs, Stardust, and Candy if their counter roster isn't powered up enough or is lacking the optimal move sets. This battle raid can likely be completed without the top tier counters, but trainers who make that extra effort will be rewarded will bonus Premier Balls when it comes time for an encounter reward.
Ursaring Weaknesses
This Battle Raid boss is a Normal-type, which means that Ursaring is weak to Fighting-type move sets.

Terrakion - Double Kick/Sacred Sword
Lucario - Counter/Aura Sphere

With those strategies and options in mind, trainers should have everything they need to prepare for Ursaring Battle Raids. Keep in mind that, although this would be a tough one to solo, many trainers should be able to survive this battle with just a small handful of friends and the right counters. Be careful not to get overconfident and waste Raid Passes on failed attempts with a group that is too small though!
