Cake Hat Pikachu is available exclusively as part of the Pokemon GO Anniversary Celebrations, so players will not be able to get it outside of the event. There are multiple ways to get Cake Hate Pikachu during the event.

Timed Research

The first and probably the easiest way to get the Pokemon is by taking part in the 8th Anniversary Party exclusive Timed Research. Cake Hat Pikachu is the reward for the first step of the event itself, so players don't need to do a lot to get the Pokemon. Shiny odds are the same for research encounters as well, so players don't get any added advantage as such, apart from the fact that it is a guaranteed encounter. This is however a bit time-consuming, considering the fact that players need to complete a total of 7 tasks, some of which can be quite tedious. Considering this is a Timed Research and not a special one, players will need to complete it during the course of the event.

1-Star Raids

The second way is to take part in raids. Cake Hat Pikachu will be appearing in 1-Star Raids during the duration of the event, so players can definitely give catching a shiny variant a shot during one of these raids. While this might not be guaranteed like the Timed Research, it is still somewhat easier to find a Cake Hat Pikachu in a 1-star Raid. As far as the shiny rate is concerned, it remains the same for this one as well. Being a pure Electric type, it is only weak to Ground-type Pokemon so that can help players strategize and build a team for it.

In The Wild

Last but not least, Cake Hat Pikachu can also spawn in the wild during the event. This is probably the least reliable of all three, so players should try to get a shiny Cake Hat Pikachu from the first two methods instead. However, if they are unable to, then simply hunting in the wild is the only option. Players can boost the rates, however, by using items such as Incense as well as Lure modules. While players can simply use a regular Lure Module, there is another option of using a Magnetic Lure module, which specifically attracts Electric, Steel, and Rock-type Pokemon. The odds are a bit harsh for regular Pokemon like Pikachu, with the chance of getting a shiny standing at 1 in about 500.
