Red Flower Flabebe, Yellow Flower Flabebe, and Blue Flower Flabebe fall under the region-specific wild spawns.
The three different colored Flower Flabebe spawn in three different locations. Only one Flower Flabebe variant is available in one region, making it extremely hard for players to get all three differently-colored variants.

Players can maximize the Flower Flabebe encounters by hunting around Pokemon GO PokeStops and Gyms with cloudy weather. Then attach a Lure Module to the PokeStop or Gym, activate an Incense, and walk around that specific area to trigger the Incense effect. How To Get Floette And Florges In Pokemon GO
Once players acquire the different Flower Flabebe variants, they can evolve into Floette and Florges. The evolution process of Flower Flabebe to Floette requires 25 Pokemon GO Candy. Then, it costs 100 Candy and 20 hearts with Flower Flabebe as a buddy to evolve Floette into a Florges. The process is the same for all Red Flower Flabebe, Yellow Flower Flabebe, and Blue Flower Flabebe.
