In Pokemon Brilliant Diamond and Pokemon Shining Pearl, the latest Pokemon remakes, players will eventually get the chance to capture some Legendary Pokemon like Mesprit and Cresselia. However, these two Pokemon are known as Roaming Pokemon and cannot be found unless players use the Marking Map app on the Poketch. This screen will show the current location of the Roaming Pokemon, but their position will shift whenever players enter a new area, such as a town or a Route.
To make things even more difficult, once either Legendary Pokemon is encountered in the tall grass, they can run away at the start of the encounter, which is where the move Mean Look comes into play. Mean Look is a Normal-type move that makes it so the opposing Pokemon is unable to run away from the battle, making it super useful for encounters with Pokemon like Cresselia and Mesprit and other Pokemon that tend to flee immediately, like Abra.
Updated on October 13, 2022: There still is not a Mean Look TM in Pokemon BDSP, but this guide has been updated to give players even more help when it comes to getting a Pokemon to learn Mean Look. It'll come in handy when trying to capture some of the roaming legendary Pokemon. How to Get Mean Look Move in BDSP
Unfortunately, there is no Mean Look TM for players to discover in Pokemon Brilliant Diamond and Shining Pearl, which means that players will need to catch a Pokemon that can learn Mean Look by leveling up. Learning Mean Look from the Move Tutor
In some cases, players might end up missing out on the Mean Look move by not teaching it to a specific Pokemon when it reaches a certain level. If this happens, Pokemon BDSP players can visit the Move Relearner at Pastoria City. By going to his home, he'll teach Pokemon old moves that they've missed out on --unfortunately, he won't do it for free. To learn a move, players will need to give him one Heart Scale. Once players do it ten times, he'll start to teach moves for free.
Players can get Heart Scales in Pokemon Brilliant Diamond and Shining Pearl by searching Routes 212 and 214. They can also be found by mining in the Grand Underground, and the Water-type Pokemon Luvdisc has a small chance of holding a Heart Scale.
