As the display suggests, the bunker or safe can only be opened using a three-digit code, and yes, there is every possibility to guess the correct code, but that will simply take too long. Moreover, the game randomizes the code on each playthrough, and the only reliable way to get the right code is to collect certain Treasures found in the area, specifically playing cards that correspond to the suits shown on the safe.

For the first playing card, it is easily found the moment players land in the area. Head north from the base and use Oatchi's Rush ability on the wall. This will know down the card that is being held in place by a dart, and reveal one of the digits.

The next card can be found on the far east side of the room, on top of some stairs. However, getting up to the elevated space is not that straightforward. Look at the map, and a rail track can be seen leading from the stairs to one of the kitchen counters. Use the fans to get up there, before making the short grind to find this card.

The last card can be found at the northern part of Hero's Hideaway, on the middle step of a stepladder. Similar to the second card, this will require some deft use of the fans lying around on the floor to get up high. Look to the table in the middle of the room to figure out just which fans need to be turned off, and use the command to switch between Oatchi and the playable character to make it possible to get to the stepladder.

With all three cards in possession, the on-screen display will helpfully show the right code to get into the safe. Navigate the room and get over there, use the Pikmin to turn the dials, and open up the bunker to get to what is likely the final cave of the level.
