While most of the Social Links in Persona 3 Reload advance using the After School or Daytime slot, two of them are active during the evening hours. One of them is Mutatsu, a Buddhist monk who spends his weekends drinking alcohol and smoking cigars in Club Escapade.
Unlike the Persona 5 confidants, you shouldn't expect the Social Links of Persona 3 Reload to give you many mechanical benefits aside from adding levels to fused Personas. Still, those levels come in handy, and in the meantime, the Social Link side stories are what help this game stand out from the JRPG crowd.
Persona 3 Reload: How to Fuse Hell Biker
The ability to fuse Hell Biker came from an Elizabeth request in the original, but that has changed in Atlus' Persona 3 Reload.
General Information
According to Tarot lore, the Tower (or Falling Tower) represents a fall from grace, a sudden change, and the loss of old relationships. All of these qualities apply to Mutatsu, but unlike the Tower Social Links of P4 and P5, Mutatsu's fall from grace happened years ago.
Mutatsu sits in the balcony area above the bar in Club Escapade on Thursdays, Fridays, Saturdays, and Sundays. You can start this Social Link relatively early in the game, but you may want to wait until you can fuse a Tower Persona before you visit him. If you do, you should be able to rank up his Social Link every time you visit him. As an evening Social Link, you'll have plenty of time you can spend on him after you max out your Social Stats and build the party's Characteristics.

To start the Tower Social Link, you'll need to jump through a few hoops.
- Raise the Strength (Yuko) Social Link to Rank 4.
- Go speak to Yuko the next time she's available. She'll mention hearing about an unusual monk at a club.
- Reach Courage 2 (Ordinary) to be able to enter Club Escapade.
- Speak to the monk on the upper level.
- Speak to the bartender.
- Speak to the club patrons, then tell the bartender their drink orders. In order, they are Margarita, Bloody Mary, Screwdriver, and Oolong Tea. You can retry this memory game as often as you want.
- Accept the bartender's offer and bring the monk a beer.

From this point on, what you say to Mutatsu can give you relationship points, and these points will let you rank up this Social Link as quickly as possible. Be sure to have a Tower Persona in stock before speaking to Mutatsu, because having one adds more points.
During the Rank 2 conversation, Mutatsu will demand respect due to being an elder.

Your reward for completing the Tower Social Link is the key item Reserve Tag. With it, you can fuse the ultimate Tower Persona, Chi You. This item carries forward into New Game Plus, so you won't have to complete this Social Link a second time.
