In the original Persona 3, you could join one of three culture clubs starting in June. However, no matter which one you joined, you would always start a Social Link with Keisuke Hiraga, the head of the club. Persona 3 Reload makes a slight change by only giving you the option to join the art club.
Hiraga is a third-year student, which means he has to seriously start thinking about his future. He has two clear paths he can choose from, and the agony of this decision is the main focus of his Social Link.

General Information
The Fortune (or Wheel of Fortune) Arcana represents the potential of good or bad luck, change, and major turning points. Hiraga represents this card because he has to make a choice that will decide the rest of his life, and also because other people near him seem to have terrible luck.
You can first start the Fortune Social Link on 6/17. You don't need any social stats for this link. After that, the art club meets on every Tuesday, Wednesday, and Thursday during school. On these days, you can find Hiraga standing outside the art clubroom on the first floor of Gekkoukan High School.
Like other school Social Links, you'll need to gain enough relationship points to see each rank event. The best way to gain them is to stock a Fortune Persona when spending time with Hiraga, and to choose the right dialog options during these events (listed below). If you don't have enough points, you'll gain a few points by spending time with him.
You can also gain relationship points by accepting his invitation to hang out on days off. The nature of this event depends on your current Fortune rank, but you'll always get two dialog options that give you three points and one that gives you zero points. You can also gain points during the day by praying at the shrine and in the evening by using dating site notes bought from the Suspicious Man in Club Escapade (only after 11/10).
One other thing to note is that Fuuka sometimes appears in Fortune rank events. However, she's never the focus of the story, and you won't gain any relationship points with her even if you've started her Social Link.

Fuuka complains about a headache after attending art club, and Hiraga gives her a detailed diagnosis. In the process, you learn that his father is a doctor, and he's learned a lot about the family trade.

Neither choice makes a difference to the overall story, but if you pick the first option you'll learn more about Hiraga's past.

Your reward for maxing out the Fortune Social Link is the Award Letter. This item lets you fuse Lakshmi, the ultimate Fortune Persona. The item also carries forward into a New Game Plus.
