Feeding cats is something of a Persona tradition. Several requests in Persona 4 revolve around feeding a cat with piles of fish, and a cat is one of the main party members in Persona 5. But it all started with Persona 3, and Persona 3 Reload features a cat as the subject of one of Elizabeth's requests.
The request becomes available on 7/9, as part of Elizabeth's second batch. You may have seen the cat in question if you fully explored the city, but you can't help it out until you accept Request 42. Once you do, you'll need to spend a few days on this request to see it all the way through.

Where to Find the Cat
There are a few cats in Persona 3 Reload, including several that tend to wander into Tartarus once the Missing Persons quests begin. This request has nothing to do with Tartarus cats, so don't bother searching through the tower to find a cat you can feed.
The cat in question is in the Station Outskirts area of the Port Island Station, which you can only visit during the day. If you haven't been there yet, you can reach it by heading down the path behind the café on the left. You can usually find a Weak Cat and two delinquents in this area. The Weak Cat is desperately hungry, but not just any food item will do.
Where to Find Cat Food
You'll find cat food for sale at Aohige Pharmacy. The item is on the list around halfway down, and it has its own unique icon. You can buy it for 700 yen per can (without the Saturday discount), and you should buy four cans while you're here.
Now that you have some Super Cat Food, head back to the Station Outskirts cat and say "Yes" when the game asks you to give it some food. You must then come back on another day and feed the cat some more food. Keep doing this for four days to satisfy the cat and Elizabeth's request. Fortunately, this request has no time limit, and you can feed the cat on any four days during the year. You also don't pass the time when you feed the cat, so you can deal with the cat and then head off to hang out with a Social Link character.
Your reward for completing Request 42 is Male Summer Garb. This is an Outfit option, and it lets you replace the normal SEES uniform with casual summer clothing for all the male party members during Tartarus expeditions and operations.
