Much like the original game, Persona 3 Reload handles its Social Links differently from Persona 4 and 5. In those games, the party members are some of the earliest and most important Social Links you can get. But in Persona 3 Reload, these Links are some of the last and hardest to start.
Fuuka Yamagishi, the Priestess Social Link, is something of an exception to this rule. You can start her Social Link soon after she officially joins SEES, in mid-July. However, you'll need to max out your Courage stat if you want a chance to get this Link going.

General Information
The Priestess (also known as High Priestess or Papess) represents a feminine figure of great wisdom, intuition, and common sense. Fuuka has these qualities in abundance, although she struggles to make herself heard through her social anxiety and negative thinking.
Once Fuuka is available for Social Link events, you can find her outside her classroom in the second-floor hallway at Gekkoukan on Mondays, Fridays, and Saturdays. However, her first event involves eating some poorly made food, and so you'll need Courage 6 (Badass) to take her up on her offer.
Unlike Social Links and Confidants in other Persona games, advancing the Priestess Social Link won't unlock any new skills or characteristics. The only benefit you get is more free levels when fusing Priestess Personas, and you can fuse the ultimate Priestess Persona once you max out the Link. Of course, you also get to experience Fuuka's character arc and get a chance to start a romance with her.
On the other hand, other Persona rules for Social Links do apply. You'll need to gather a certain number of relationship points to advance to each new rank, and you can gain them by saying the right things during events (listed below), hanging out with Fuuka even when the Link won't advance, and holding a Priestess Persona in your stock when you spend time with her.
Like other student Social Links, Fuuka will sometimes ask the protagonist to spend time with her on a day off. Whether she asks and what event you see depends on what your current Priestess rank is. During these events, two choices will give you three relationship points while the third will give you nothing.
As a potential romantic interest, you can also give Fuuka gifts on these outings if her Link isn't ready to rank up. Fuuka is a relatively easy person to please: she loves just about everything from the flower shop.

On the Friendship path, you help Fuuka make gyoza for the dorm. On the Romance path, the two of you spend time in her room. Either way, the relationship points no longer matter, so choose the options you like.
Your reward for maxing out the Priestess Social Link is the key item Fuuka's Headphones. Holding this item unlocks Scathach, the ultimate Priestess Persona. Like other Persona items, you can carry Fuuka's Headphones into a New Game Plus in case you don't fuse Scathach before then.
