Finding and fusing Personas is a core mechanic in Persona 3 Reload. Not only do you get new skills and passive abilities by expanding your Persona list, your core stats depend on the Persona you currently have equipped.
However, it's not easy to find and fuse every Persona the game has to offer. You need to complete every Social Link, finish many of Elizabeth's requests, and jump through all sorts of other hoops to even get permission to fuse the rarest and most powerful Personas. This guide will help you find all the Personas you might be missing, and show you how to complete the list.

The Persona 3 Reload Fusion Chart
In every Persona game since Persona 3, each Persona belongs to one of the Tarot Major Arcana. When you fuse two Personas that belong to two different Arcana, they produce a Persona that belongs to a third Arcana. The only combination that doesn't work is Aeon and Death, which apparently want nothing to do with each other.
There's no real theme to which combination produces a particular Arcana, and the combinations change between each Persona game. In fact, Persona 3 Reload has a different chart compared to earlier versions of Persona 3, which means you can't use an earlier chart to plan out your fusions.
Next, fused Personas tend to be around the same level as the Personas you used to create them. Note that the game will check the Persona's current level, not the level they start at. With that said, the game also tends to give you Personas that have more levels than the average of the contributing Personas, at least when it can.
There's also a special rule for when you try to fuse two Personas of the same Arcana. The result will always be the same Arcana, but this type of fusion can only produce a Persona with fewer levels than the highest-level Persona you contribute. This means that same-Arcana fusions are a good way to plug holes in the Compendium, but they won't let you create more powerful Personas.

Not every Persona is available to fuse right away, and they don't all appear as a blank space in the Compendium. Instead, you have to unlock them by gathering special key items you need to earn in various ways. Only then will you have a chance to fuse them and add them to the Compendium.
One other way to create new Personas is with Special Fusions, which combine three or more Personas at once. Three-Persona fusions unlock early on, and more complex fusions unlock around halfway through the story. The Personas needed and produced by Special Fusions are set in stone, so just remember to check the list regularly to see what you can fuse.

Tartarus Guardians
Several of the guardians that bar the way to the heights of Tartarus will drop Persona key items once you defeat them; otherwise, you'll find them in one of the chests on the same floor. Social Links
Every Social Link unlocks an ultimate Persona when you reach rank 10. The optional ones also give you a key item you can carry into a New Game Plus, and this lets you fuse these ultimate Personas even if you focus on different Social Links your second time around. Finally, if you manage to max out every Social Link during a single playthrough (regular or New Game Plus), Igor will reward you with the Colorless Mask. Holding it gives you access to Orpheus Telos, a special endgame version of the protagonist's initial Orpheus Persona.

Male Friend Hangouts
Unlike later Persona games, you don't get Social Links with the male party members. However, you can still spend some quality time with them in Persona 3 Reload. In fact, if you complete their storylines, you'll get Persona-unlocking items just like a regular Social Link. And while doing so is harder, it's also possible to see every friendship event and still complete every Social Link in a single playthrough.
The key point to remember is to always prioritize these events whenever they appear. They aren't as predictable as Social Link schedules, and they often refer to the main plot. This means it's possible to miss your chance to complete one of these stories if you put them off. In particular, you should make a point to spend time with Shinjiro in September, Junpei in November, and Ryoji (who isn't a party member but does have hangout events) in November.

Secret Fusions
You don't have to unlock these last two Personas with Social Links or key items, but the only way to fuse them is by combining two very specific Personas, and the game doesn't even hint about these special combinations. To fuse Shiva, you'll need two specific demons found throughout Atlus games. To fuse Messiah, you'll need to combine the two Personas the protagonist secretly starts with.
