While every other user in Persona 3 Reload gets one Persona at a time, the protagonist wields the wild card of Tarot. With it, he can keep up to 12 Personas on him at once, and the Compendium in the Velvet Room lets players recall well over 100 options so long as they have encountered them at least once.

Building up this list and fusing new Personas is a vital game mechanic of Persona 3 Reload. Personas are the source of your combat stats and skills, and (unlike your party members) they level up slower and stop learning new skills sooner. So if you want to take on Nyx and stop the world from ending, it helps to spend some of your time and effort on earning and fusing these endgame Personas.

Lucifer

Persona 3 Reload Lucifer

Lucifer is a common sight throughout Shin Megami Tensei and Persona games, so it's no surprise that he's back once more in Persona 3 Reload. To fuse him, you need access to special fusions with more than three Personas, along with the Personas Samael, Abaddon, Beelzebub, Satan, and Helel.

You also have to finish most of Elizabeth's Requests, since access to Lucifer is the reward for Request 81, "I'd like to visit your room." For the contributing Personas, you'll also need to complete the Devil and Star Social Links. Finally, you need to reach level 89, or 84 if you activate the Sun Arcana in Shuffle Time.

Lucifer starts with these skills:

  • Megidolaon (severe Almighty, all foes)
  • Debilitate (all-stat debuff, one foe)
  • Brave Blade (severe Slash, one foe)

He also learns the following skills:

  • Inferno (severe Fire, one foe)
  • Panta Rhei (severe Wind, one foe)
  • Diamond Dust (severe Ice, one foe, chance of Freeze)
  • Resist Phys (changes all Physical affinities to Resist or better)

On top of that, Lucifer Drains Fire and Electric, Repels Dark, and has no Weaknesses. If you can give him Morning Star and Spell Master, you'll end up with an unstoppable monster of a Persona that can smash through most situations without needing to swap.

Asura

Persona 3 Reload Asura

Asura is the ultimate Sun Persona, so you'll need to complete the Sun Social Link to get access to him. He also needs a special fusion, so you have to fuse Rakshasa, Girimekhala, Bishamonten, Qitian Dasheng, Atavaka, and Vishnu to get access. Atavaka is the ultimate Strength Persona, so you need to finish the Strength Social Link, but that's all. Finally, his starting level is 85.

Asura starts with these skills:

He can then learn the following skills:

  • Heat Riser (all-stat buff, one ally)
  • Strike Amp (50 percent more Strike damage)
  • God's Hand (massive Strike, one foe)
  • Firm Stance (cuts all incoming damage in half, stacks with Resist, but no dodging)

Asura has a Weakness to Wind, but he Nulls Strike and Light and drains Fire.

Helel

Persona 3 Reload Helel

Helel is the ultimate Star Persona, and one of the Personas who contributes to Lucifer. He's also one of the two Personas you need to fuse if you want to unlock the ultimate Fusion Spell, Armageddon (the other one is Satan).

You can fuse Helel with a normal Dyad Fusion. One option is to combine Susano-o with Alilat, but any combination that can give you a level-88 Star Persona will work.

Helel starts with the following skills:

  • Makougaon (heavy Light, all foes)
  • Heat Riser (all-stat buff, one ally)
  • Salvation (full HP restore, full ailment cure, all allies)

He also learns these additional skills:

  • Morning Star (massive Almighty, all foes)
  • Life Aid (8 percent HP/SP restore after each victory)
  • Spell Master (all skills cost half normal SP)
  • Almighty Boost (25 percent more Almighty damage)

Helel Resists all Physical damage types, Drains both Light and Dark, but has a Weakness to Ice.

Morning Star is an extremely potent skill against even endgame Shadows, and while the SP cost is high (64), Spell Master and Life Aid go a long way to mitigating this price tag. And since Helel contributes to Lucifer, you can also give him this combo.

Messiah

Messiah is a special endgame Persona that any player can unlock no matter which Social Links they focus on. The two Personas you need to fuse Messiah are Orpheus, the starting Persona, and Thanatos, the ultimate Persona of the automatic Death Social Link. The game doesn't tell you that combining these Personas results in Messiah, but they do. You'll also need to be level 91 (or 86) to create him.

Messiah starts with these skills:

  • Megidolaon (severe Almighty, all foes)
  • God's Hand (massive Strike, one foe)
  • Salvation (full HP restore, full ailment cure, all allies)

And can learn these skills:

  • Enduring Soul (can return to full HP after a potential KO, once per battle)
  • Regenerate 3 (+6 percent of max HP at the start of each turn)
  • Invigorate 3 (+7 SP at the start of each turn)
  • Null Phys (all Physical affinities become Null or better)
  • Magic Ability (25 percent more elemental damage aside from Almighty, stacks with other boosts)

Orpheus Telos

Persona 3 Reload Orpheus Fusion

The last Persona you can unlock is called Orpheus Telos. The only way to get him in Persona 3 Reload is to complete every last Social Link during a single playthrough. If you pull this off, Igor will reward you with the Colorless Mask.

To fuse Orpheus Telos, you need to combine Thanatos, Asura, Chi You, Metatron, Helel, and Messiah, and the protagonist must be level 91 (or 86). All of them are high-level Personas, and you'll need to take advantage of that because Orpheus Telos is a unique Persona in a few ways:

  • He starts with 63 in every stat.
  • He Resists every single element.
  • He only starts with Victory Cry (full HP/SP restore after each victory).
  • He doesn't learn any new skills.

What all this means is that OT is a blank canvas you can build into any Persona type you like. The contributing Personas have some of the best skills in the game, and whatever they lack, you can supplement with Skill Cards.
