You'll want to start as many Social Links as you can in April of Persona 3 Reload. Doing this will make it easier to unlock more Social Links later in your playthrough. Mamoru Hayase serves as the Star Social Link in Persona 3 Reload, just as he was in the original Persona 3 and the male protagonist route in Persona 3 Portable. To start Hayase's Social Link, you'll need to have started the Chariot Social Link and have high Academics. Fortunately, this Social Link unlocks around the midpoint of Persona 3 Reload, so you should have plenty of time to prepare until then.

What Days is Hayase Available?
You will meet Hayase on 8/2, but only if you're a member of the Track Team at Gekkoukan High. You can join the Track Team on 4/23, thus starting the Chariot Social Link (Kazushi Miyamoto). If you've done this, then you will be forced to do mandatory track training during the first week of summer vacation. After you've met Hayase, you can find him at Iwatodai Strip Mall during the afternoons on Wednesday, Friday, and Sunday.
Before you can officially spend time with Hayase and unlock Rank 1 of the Star Social Link, you'll need level 4 Courage (Tough). There are various things you can do to raise your Courage. The easiest way is to eat at Wilduck Burger or play Courage-boosting software on the Shared PC in the Dorm. You'll also get one point in Courage if you sleep during class.

Hayase's Social Link won't rank up automatically like Tanaka or Akinari Kamiki. Thus, you'll want to have a Persona of the Sun Arcana when you go to spend time with him. Having one of the following Persona will suffice:

Hayase will give you the Car Key key item during Rank 10 of his Social Link. This will allow you to fuse Helel, the ultimate form of the Star Arcana. Like every other ultimate Persona in Persona 3 Reload, Helel's level (88) is very high. If you're completing the Star Social Link "early" in your playthrough, then you may not be able to fuse it until later.
On 3/4 , speak to the Track Advisor at Gekkoukan to receive a letter from Hayase.
