You can't Fuse Cendrillon unless you purchased the Persona 5 Royal Persona Set 1 for $5.99. You can get the entire DLC set or $26.99, which gives you access to the Phantom Thieves' "second-tier Personas" (ex: Vanadis, Satanael). To receive the DLC, interact with the closet in the protagonist's dorm room. The first time you summon Cendrillon, she will be free of charge.
If you want to Fuse Personas to get Cendrillon, you can transfer their Skills onto her, potentially making a stronger build than you would get from summoning her from the Compendium.

Recommended Skills for Cendrillon
- Null Dark is a great Skill Card, as this will rid Cendrillon of her Affinity Weakness to Dark Skills. You can get Null Dark as a Shuffle Time Card (11 of Swords) in Tartarus.
- If you're struggling to get the Null Dark Skill Card, you should consider Evade Dark. This can also be obtained in Shuffle Time as the 7 of Swords Tarot Card.
- Apt Pupil is another good Passive Skill for Cendrillon, since her strengths lie in her physical skills. This increases the chance of landing a critical hit. It's a more common Skill Card on the higher floors of Tartarus, appearing in Shuffle Times as the 6 of Swords.
- Vidyaraja's Blessing greatly increases evasion against all physical skills, and what's even better is that Cendrillon learns it via leveling up.
- Null Dizzy, another one of Cendrillon's Skills, will prevent the protagonist from getting the dizzy ailment.
- The Sharp Student Skill halves the chance of taking a critical hit from enemies. The weakness you'll have to worry about with Cendrillon is the Dark Affinity. However, Cendrillon is not immune to critical hits, which will Down the protagonist and give the enemy a "1 More" in battle.
Other Skills that work with Cendrillon's build are Auto-Tarukaja or Auto-Rebellion . This will increase Cendrillon's attack and critical rate respectively for the first three turns in-battle.
