Doubled bosses are something of a trend in Persona 3 Reload. First, the Emperor and Empress attack together, and then the Hierophant and Lovers appear at the same time. The next full moon continues this trend because you'll have to face both Chariot and Justice at the same time.

The evening starts when two Strega members introduce themselves, but they don't start a fight and just lock the door behind the party. You get to pick your team after that, and you can save your Persona 3 Reload game while you're in the room. For this fight, you should take Yukari since she's good at healing and avoid taking Aigis since she can't use magic skills.

The Approach

To reach the twin Chariot/Justice boss, you'll need to run through a long underground passage. Along the way, you'll find an old letter with two Revival Beads on top, and you can grab two Twilight Fragments tucked into corners. You can also smash several breakable objects, but you won't get anything from doing so.

There are no puzzles, smaller Shadows, or dialog options to choose from in the bunker, so once you find the three interaction spots, you should head to the bottom and begin the boss fight.

Chariot, Justice, and the Tank-Form Shadow

During the first round of combat, have everyone guard. The "Tank-Form Shadow" always fires a High-Explosive Shell as its first action, and this deals a serious amount of damage to the whole party. After the first round, the Tank-Form Shadow will use three attacks: an Armor-Piercing Shell that hits one character for an immense amount of damage, more High-Explosive Shells, and a machine gun that deals much less damage.

The Tank also wastes some turns warning players that it's about to use its powerful attacks. When it's about to fire an Armor-Piercing Shell, it says it's targeting a party member. When it's about to fire a High-Explosive Shell, it says it's loading some grenades.

The big problem with the Tank-Form Shadow is that it Resists all forms of damage, and it has so much armor that you can't do more than chip away at its HP even if you use Defense debuffs. The only way to really start dealing damage is to attack the Shadow with a Theurgy ability. Doing so will cause the Shadow to immediately use the ability Separate and become the Chariot and Justice Shadows.

As separate Shadows, the Chariot resists Physical damage but not Magical elements, and Justice resists Magical elements but not Physical damage. The Chariot uses several Physical skills to attack, while Justice prefers using instant-kill Light skills. Something else to note is that Chariot has around three times as much HP as Justice.

If you defeat Justice or Chariot, the survivor will use an ability to bring their fallen companion back to half HP. The only way to beat them is to take them both out in a single round. If you fail to do so after about three rounds, the Shadows will merge together again. You then have to use another Theurgy attack to split them up. When they merge, the Tank-Form Shadow will have the average HP (by percentage) of the two Arcana Shadows, and when they split again, the Shadows will have the same HP percentage as the Tank.

Fortunately, you can take out both Shadows during a single cycle if you get your strategy right.

  1. Spend some time during the Tank-Form phase to get everyone's Theurgy ready to go, including Fuuka's. This phase isn't too dangerous once you know what the warnings mean, and if Yukari is on healing duty her Theurgy Gauge will fill in no time.
  2. Have the character who goes after the Shadow use their Theurgy. This will maximize the number of turns you get before the Shadows re-merge.
  3. Use Oracle. If everyone's HP is high, the Oracle power will activate every buff on every party member.
  4. Use every remaining Theurgy all at once. Focus on the Chariot, but be sure to deal some damage to Justice at the same time.

If everything goes well, and if you have enough levels from exploring Tartarus, you should be able to defeat both Shadows before they can merge. Just be sure to keep track of which character goes before the Shadows so you don't defeat one right before its partner takes its turn.
