Starting on the very first floors of Tartarus, players of Persona 3 Reload can come across gemstones of every variety. But while gems are obviously valuable enough to sell, Officer Kurosawa at the police station won't accept them. So what are they for?
The answer is a store called Mayoido Antiques. This store will open its doors on 7/18, just after the first-term finals of Persona 3 Reload, and Ikutski will force you to visit it that day by giving the main character a Black Sword and asking him to exchange it. After that, you can exchange all kinds of fusion materials and gems at the antique store.

6 Things Persona 6 Could Learn From Persona 3 Reload
While Atlus' Persona 6 will be likely influenced by Persona 5, the game should also take inspiration from Persona 3 Reload.
What Can You Buy at Mayoido Antiques?
The antiques shop has three item categories you can choose from: fusion materials, skill cards, and consumable items. You only need fusion materials for weapons and armors: both skill cards and items cost gems instead.
Fusion Equipment
This is the section that lets you craft new weapons, armor, and footwear. From this list you can choose a specific type of fusion item, and if you have the item in your inventory and enough of the right gems, you can craft something that one of the party members can use.
Each fusion material can only create a specific list of equipment, but as the game progresses you'll encounter new fusion materials that will unlock new equipment lists. You can tell how advanced a material is by looking at its icon: tier one materials have one cube, tier two materials have two cubes, and so on.
You'll also need more than regular gemstones for some equipment. Personas with heart-shaped icons will drop special items if you get their level high enough, and these items can also show up in fusion item recipes. They include Soul Sea Driblets, Soul Sea Droplets, Jacktite, and more.

Persona 3 Reload Romance Tier List
Persona 3 Reload allows players to romance certain characters by maxing out their Social Links, but some romance options are more better than others.
Cards
Mayoido doesn't have all the skill cards you can find in the game, but it does have a good selection. Every card they offer is available from the first time you enter the store, but you won't be able to buy everything at first. Mayoido doesn't accept money, and many of the gems they demand don't show up until you reach certain sections of Tartarus.
On the bright side, the list includes some of the most useful skills in the game. You can also buy incense that can boost the raw abilities of any Persona, including any party member.

Persona 3 Reload Dev Explains Why They Decided to Make the Game
The producer of Persona 3 Reload explains why the developers at Atlus chose to do a full-scale remake of the original 2006 JRPG.
Where to Find Gems and Fusion Materials
Starting in the third block, Yabbashah, you'll start seeing a new kind of treasure chest. These chests are black with yellow stripes, and each one contains a single fusion material. There's always one such chest behind a Monad Door, but you can also find them throughout the regular floors. They're less common than Twilight Fragment chests, but they're out there.
Gems are easier to come across, because many monsters will sometimes drop them instead of their regular items. Each gem only appears on a specific set of floors, so if you find yourself running low on Turquoise or Amethysts you may have to head back down to Thebel to restock.
What might be the hardest items to find (at least at first) are the special Persona gems like Soul Sea Driblets and Soul Sea Droplets. Some of the Personas you can find or fuse have red hearts next to their skill lists, and once you get them up to a specific level, the heart will flash and turn into an item. The heart will then turn black to indicate that you can't get another one by leveling the Persona further.
However, there's a way to get these items in no time at all. The key is that if you re-fuse a Persona that drops an item, the new copy can drop the item again. Also, if you have around five or six ranks in the Persona's Social Link, you should gain enough levels during the fusion to get the item immediately. So if you memorize a Persona combination that gives you a Soul Sea material, you can summon and fuse them as often as you can afford to get all the materials you need.
