One Piece features quite a lot of incredible villains. Over the course of Luffy's journey, he and the Straw Hat Pirates have encountered several incredible villains with evil motivations. While some of them are not interesting enough and just appear in their own arcs, never to show up again, others have had very descriptive stories written about them, which made it quite clear that, even after they fall, they would be relevant in the future once again.

Now that One Piece is in the Final Saga, it is time for some of these characters to return to the story.
8 Wapol
Wapol Is the king of Black Drum Kingdom and he initially served the role of an antagonist during the Drum Island arc. He was defeated by Luffy and sent away from the island permanently. However, he started his own toy factory and returned to prominence, even starting his own kingdom and being offered a seat at the Reverie.
He was recently shown in the Reverie flashback and it is quite clear that he will be involved in some capacity in the Final Saga. Although he is not a villain that fans like, he did end up saving Vivi inadvertently and, from here onwards, fans should expect to see him at some point in the story.
7 Gin
Gin is a character who had a profound role to play in the Baratie arc. Although he was the right-hand man of Krieg, Gin wasn't evil like him. He was largely forced to fight against Sanji and the cooks of Baratie and, even though he ended up on the losing side, he still forged a bond of friendship with Sanji.
Gin was heavily poisoned, so, whether he survived or not is something that remains to be seen. However, he did promise to meet Sanji and Luffy on the Grand Line at some point in the future. So far, he has not appeared in the story, however, fans hope that he can't come back soon.
6 Caesar Clown
Caesar showed up as the villain during the Punk Hazard arc and even though he was quite weak, the role he played in the story was very important.
Caesar was recently seen forming an alliance with Judge and recreating MADS once again. From here onwards, Caesar will most definitely show up in the story and this is because the plot surrounding Germa has not wrapped up yet. If they show up in the story, so will Caesar and that is something that fans should be excited to see.
5 Moria
Moria is yet another character who served as an antagonist in One Piece. He was the villain of the Thriller Bark arc, where he was eventually defeated by Luffy. His luck went out around this arc as, after that, he was beaten to a pulp in the Paramount War as well. He was to be killed by Doflamingo, however, he managed to survive.
After the timeskip, he went to the Pirate Island and was imprisoned. Thankfully for him, it is likely that Koby rescued him. His whereabouts are unknown at the moment, however, it should not be long until he reappears and plays some sort of role in One Piece.
4 Enel
Enel is a character that fans absolutely will see in the Final Saga. Even though his dreams were crushed by Luffy in Skypiea, he ended up going to Fairy Vearth, or the moon, anyway.

The Straw Hat pirates have fought many wars across the One Piece manga.
Currently, Enel is on the moon and fans already know that this place has big significance in the One Piece world. If Oda brings it into the story, Enel almost certainly will appear once again.
3 Doflamingo
Doflamingo is currently locked in Impel Down Level 6 after being crushed by Luffy towards the end of the Dressrosa arc. However, this prison will most likely be raided once again or the prisoners will somehow escape.
This is largely due to the fact that Bon Clay absolutely cannot stay in prison forever. When he comes out, fans can expect characters such as Doflamingo to break out as well. He is also privy to quite a lot of secrets of the world and his role in the Final Saga could be pivotal.
2 Crocodile
The resurgence of Crocodile is already evident in One Piece as, currently, he is one of the members of the Cross Guild and has a bounty of 1.965 billion berries on his head.
Crocodile is extremely powerful and stronger than ever before. He has already made moves in the Final Saga and fans should absolutely hope to see him take up a chunk of the Final Saga and play a big role at some point.
1 Big Mom
Big Mom is a character who ended up falling in the Wano arc. Her fate, to this day, remains unknown. Although she can be assumed to be dead, the fact is that at the end of the ark, the Big Mom Pirates were seen engaging in a fight against CP0.
It is unknown if they somehow managed to rescue Big Mom after the undersea volcano exploded and likely shot her out. Knowing the physical monster that she is, there is a good chance that she might be alive, after all. If she really did survive, then the best place for Big Mom to show up would be in Elbaf, a country which she has significant connections to.
