Bounties have always been an incredibly exciting aspect of One Piece. From the very beginning of the story, fans have seen countless incredible bounties being issued for some of their beloved characters. At the same time, legendary figures that have existed in the One Piece world have also had tremendous bounties associated with their names.

Unfortunately, this figure has not been revealed to the fans yet. However, given that Shiki was a rival to the likes of Roger, Garp, and even Whitebeard, this figure should far surpass 4 billion berries.
4 Monkey D. Dragon

Dragon is the leader of the Revolutionary Army and one of the most prominent figures in the entire One Piece world at the moment. Fans know him to be an incredibly powerful figure whose strength can only be matched by a select few. He is known to be the World's Worst Criminal and, for someone carrying such a title attached to his name, having a huge bounty is a given.
Dragon most definitely has a bounty in the billions and it should not be a surprise to the fans if this figure is touching 5 billion berries. Rayleigh possessed tremendous strength in his prime and, even in his old age, he is spoken of in the same breath as Whitebeard himself.

Roger's Biggest Rival
Rocks was a legendary pirate that lived before the Golden Age of Piracy. He is known to have been Roger’s biggest adversary that he ever faced in his life, surpassing even Whitebeard in that regard. Rocks wanted to become the king of the entire world and his ambition was massive. To see that ambition fulfilled, he created a crew that was equally worthy, consisting of three of the future Four Emperors of the Sea. Rocks possessed tremendous strength, such that Roger couldn't defeat him on his own.
In the end, Roger had to join forces with Garp in order to defeat him and that just goes to show how much of a threat he was in terms of power. In terms of notoriety, a person who wanted to become the king of the entire world is bound to be highly wanted. He and his pirate crew often behaved like a terrorist organization, and someone who directly challenges the World Government is bound to have a very high bounty. For a figure such as Rocks, a high bounty is very likely and fans should not be surprised if his bounty is eventually revealed to be over 4 billion berries.
1 Kozuki Oden
A Pirate In The League Of The Yonko
Oden was a legendary pirate and samurai who charmed even the likes of Roger and Whitebeard. He is also one of the most underestimated characters in the entirety of One Piece. At the beginning of his journey, Oden was already strong enough to be rivaling the likes of Roger and Whitebeard. However, this version of Oden was far from him at his very prime. Oden strengthened severely during his journey with Whitebeard and Roger. In fact, he also gained bounties which kept rising with time.
By the time the Roger Pirates had peaked, Oden was incredibly powerful and certainly strong enough to be considered among the legendary figures. He also went to the Final Island, Laugh Tale, and discovered all the secrets of the world. For that crime alone, Oden deserves a bounty in the billions. When that is backed up by monstrous strength that can take down even a Yonko, Oden certainly deserves a bounty above 4 billion berries. Unfortunately, his bounty was never revealed to the fans.
