The Navy is one of the most powerful organizations in One Piece. It is made up of thousands of people who are willing to lay their lives down for the sake of justice. There is a hierarchy within the Marines. At the top is the Fleet Admiral, and just below him are the three Admirals.
Vice Admirals come in at the third spot, and unlike the other positions, there is no limit on how many people can stay in this position. Vice Admirals enjoy a great deal of privilege, making it one of the most sought-after places within the Navy. Over the years, many incredible One Piece characters have attained the rank of Vice Admiral, but not all of them had the same level of strength.
Special Mention: Bogard
Bogard is the right-hand man of Monkey D. Garp. He is a man of few words, and he treats every situation seriously. Garp, on the other hand, always tries to see the funny side in every instance. Bogard carries a katana, and he is able to wield it masterfully.
Bogard can also use both Busoshoku and Kenbunshoku Haki. As Garp's close aide, it is plausible to assume that he must have learned a thing or two from the legendary Marine. With Garp being captured, it will be interesting to see how Bogard reacts and whether he will return to save the Hero of the Marines.
It has not officially been confirmed that Bogard is a Vice Admiral, but considering the fact that he has been Garp's right-hand man for over 20 years, there is a strong implication that he has the same rank.
6 Momonga
Momonga is one of the most well-known Marines in One Piece. He is a great combatant with years of experience under his belt. Momonga can discern a situation quickly and come up with a counter in no time. When Boa Hancock used her power to turn Momonga and his crew to stone, the Vice Admiral distracted himself by stabbing his hand.
Momonga has great physical strength, which allows him to kill a Sea King effortlessly. Momonga mainly wields a sword and combines it with Rokushiki techniques to bolster the power of his attacks.
5 Smoker
Smoker was introduced in the Logue town arc, where he easily overwhelmed Luffy. The pirate would have been sent to the gallows if not for Dragon's timely intervention. After Luffy slipped through his fingers, Smoker followed him into the Grand Line and eventually into the New World.
Smoker is a rational person who does not blindly follow orders. This particular trait endeared him to the audience, and they have been patiently awaiting his return. Smoker possesses the Moku Moku no Mi, which allows him to create and manipulate smoke at will. He is also well-versed in using Busoshoku Haki, as evidenced by his fight with Vergo.
4 Chaton
Chaton is a talented Marine who was at one point considered for the position of Admiral. However, he did not make the cut as the higher-ups decided to choose Fujitora and Ryokugyu. Chaton firmly believes in justice, but he is not an extremist like Akainu.
Chaton's views caused him to be ostracized by the Marines. However, civilians hold the Vice Admiral in very high regard. Chaton is able to use two of the basic types of Haki, and it is safe to say that his skilled at both.
3 Momousagi
Momousagi is an outspoken character who is not afraid to give her piece of mind to a legend like Garp. She is a formidable fighter, and her skills earned her enough recognition to put her in contention for the position of Admiral.
She did not get the promotion, but there is no denying that she poses a threat to all criminals around the world. Momousagi wields a sword called Konpira, a Meito, which means it is superior to most swords.
2 Tsuru
Tsuru is treated with a great deal of respect by all the Marines. She is considered nothing short of a legend and is feared by criminals throughout the world. Tsuru joined the Marines at the same time as Garp and Sengoku, making her one of the few characters still alive from the Old Era.
Tsuru ate the Woshu Woshu no Mi, a Paramecia-type Devil Fruit that allows her to wash away a small amount of evil from the hearts of criminals. People affected by the Devil Fruit's power can be hung out to dry like clothes. They are also immobilized and do not pose any threat to Tsuru in this condition. As one of the longest-serving Marines, she is bound to have excellent control over Haki.
1 Monkey D. Garp
Monkey D. Garp is known as the "Hero of the Marines" because of his involvement in the God Valley Incident. Garp allied with the Roger Pirates to take down the Rocks Pirates once and for all. Garp also has other feats to his name, but the biggest one is being able to corner Gol D. Roger. He was the only Marine who managed to do so, and it earned him the respect of the Pirate King.
Garp's incredible physical strength is a result of his ridiculous training, which includes punching the hulls of Marine battleships and mountains. Garp is able to utilize all three types of Haki. A single Haki-coated punch from Garp is strong enough to defeat someone like Chinjao, a pirate with a bounty of 500 million berries. Given his achievements, Garp is definitely the strongest Vice Admiral in One Piece.
