Very few series have managed to achieve the level of success that One Piece has, and that is because the world, story, and characters are all well defined and masterfully written. One Piece has been around for more than two decades. The manga has more than 1,000 chapters, and the anime is just as long. The series mainly focuses on Monkey D. Luffy, a young man who wishes to become Pirate King.

Luffy and the Straw Hats have encountered a lot of great villains over the course of their journey, but not all of these villains are canon. So far, there have been fourteen One Piece movies, and each one has a unique villain who is strong in their own way. However, some of these movie villains are stronger than others, like the ones below

10 Eldoraggo – One Piece: The Movie

Eldoraggo With Luffy & Zoro

Eldoraggo captained a pirate crew in the East Blue, and served as the main villain of the first One Piece movie. He may have not had the highest bounty of the era, but his actions did earn him a bounty of 10 million Berries. He is obssessed with gold, which is why he has golden armor and nails.

Eldorago possesses the Scream-Scream Fruit. This power allows him to create destructive sound waves when he yells, and these screams come out like a laser beam. Luffy and his crew end up at odds with Eldoraggo when both sides start looking for a legendary pirate's hidden treasure.

9 Dr. Ratchet — The Giant Mechanical Soldier of Karakuri Castle

Dr. Rachet Screaming In Anger

There are a lot of powerful weapons in the One Piece universe, and many of them were invented or created by talented individuals. Dr. Ratchet is one such inventor, but he is also the evil Feudal Lord of Mecha Island. Ratchet is a natural genius, and believes that his intelligence qualifies him to rule the entire world.

Rachet does not possess a Devil Fruit, but he doesn't really need one since he is capable of building some pretty powerful mechs. He personally used several of these mechs during his fight with Luffy, but the Straw Hat captain was able to destroy most of them.

8 Bear King — Clockwork Island Adventure

The second movie puts the Straw Hats at odds with the Trump Pirates, who took control of Clockwork Island. These pirates were led by Bear King, a tyrant who pressured the island's scientists into creating a powerful weapon. He also became infatuated with Nami to the point that he tried to force her into marrying him.

He possessed the Hard-Hard Fruit, which allowed him to harden his body, but he could also use it to raise his body temperature. This power gave Bear King impressive defensive capabilities, as he was able to withstand virtually all of Luffy's attacks.

7 General Gasparde — Dead End Adventure

One Piece fans have seen quite a few Logia-type Devil Fruits over the years, and the fourth movie featured a rather strange Logia power. The Candy-Candy Fruit belonged to General Gasparde, a former Marine who became a pirate after comitting treason against the World Government.

Gasparde was able to create, control, and transform his body into a candy-like syrup. Like other Logia users, most physical attacks would harmlessly pass through his body. However, Luffy was able to defeat Gasparde by launching him into a cyclone.

6 Baron Omatsuri — Baron Omatsuri and the Secret Island

Baron Omatsuri Meeting With Luffy

The Red Arrow Pirates were the crew that the Straw Hats had to deal with in the Sixth movie. They were led by Omatsuri, who happened to be the Baron of Omatsuri Island. At first, Omatsuri appeared to be a generous man, but he actually had a deep hatred for all pirates in the current era.

This hatred stems from the fact that he lost his crew years ago, but he managed to bring them back to life to some degree with Lily Carnation, a living plant that had the ability to control life itself. Omatsuri had a lot of respect for his crew, and when he fought Luffy, he did so with a bow and a multitude of explosive arrows.

5 Saga — The Cursed Holy Sword

Saga With His Cursed Sword

The fifth movie mainly focused on Zoro, as the film's main antagonist was his childhood friend. That friend is Saga, and when Zoro finally reunites with him, he learns that he became a Marine swordsman who runs his own dojo. Zoro actually leaves the Straw Hats for a bit in order to aid Saga, but the two friends end up dueling each other.

There are quite a few powerful swords in One Piece, and some of them are cursed, including the one that Saga wields throughout most of the film. The sword was called Shichiseiken, and after it corrupted Saga, it allowed him to unleash attacks made of green flames.

4 Gild Tesoro — One Piece Film: Gold

Glid Tesoro Plotting

Gild Tesoro served as the main villain of the thirteenth movie, and he was surprisingly strong. The Gol-Gol Fruit gave Gild the ability to manipulate gold with his mind, which allowed him to acquire a great deal of wealth as the proprietor of Gran Tesoro.

Tesoro was once a slave, which is why he hates the World Nobles and other aristocrats. However, he ends up developing a god complex of his own just the same. Tesero plunged the Straw Hats into debt when they arrived, and he grew to hate Luffy because he kept defying his authority.

3 "Black Arm" Zephyr — One Piece Film: Z

Black Fist Zephyr With His Men

Fans have met a lot of powerful pirates over the years, but the series also features quite a few powerful Marines. "Black Arm" Zephyr, a former Marine admiral, was the villain of the twelfth movie. He formed a splinter faction called the Neo Marines, whose goal is to wipe out every pirate in the New World.

Zephyr did not have a Devil Fruit power, but he did have especially strong Armament Haki. He mastered his Haki and the Rokushiki martial arts style at a young age, and it was thanks to this mastery that he was able to push a much younger Luffy to his limit.

2 Shiki The Golden Lion — One Piece Film: Strong World

Shiki The Golden Lion

The Rocks Pirates were a legendary pirate crew that included Whitebeard, Kaido, and Big Mom, as well as Shiki the Golden Lion. Shiki is actually part of One Piece canon, as he really was the first prisoner to ever escape from Impel Down. He also served as the tenth film's villain.

Shiki's Devil Fruit gave him the ability to levitate, and he could make other non-living things levitate as well. He was a great swordsman who fought Gol D. Roger multiple times. The battle between him, Garp, and Sengoku resulted in half of Marineford City being destroyed.

1 Douglas Bullet (One Piece: Stampede)

Douglas Bullet Smiling In Battle

In the fourteenth movie, the Straw Hats attend the Pirate Festival, where they are joined by several other pirate crews from around the world. All these crews believe that they are participating in a treasure hunt, but the entire festival was a trap set up by Douglas Bullet.

Douglas was a member of the Roger Pirates, and the Clank-Clank Fruit gave him the ability to create things by combining inanimate objects at will. Douglas was a veteran of countless battles, and his Haki was absurdly powerful. He was eventually defeated, but he was able to take on every single member of the Worst Generation simultaneously.
