The Revolutionary Army's popularity went through the roof after the attack in Marijoa. It caused Sabo's popularity to eclipse that of Dragon. Overall, the Revolutionary Army has been on a roll. The organization will be eager to participate in the Final Saga and put an end to the World Government once and for all. However, to do so, they will need all the best fighters to step up.

14 Inazuma

Inazuma made his debut in the Impel Down arc as Ivankov's most loyal underling. He is a strong-willed individual who takes his job very seriously. Inazuma possesses the Choki Choki no Mi, a Paramecia-type devil fruit that turns parts of his body into scissors.

Inazuma can cut through any solid surface and manipulate its shape with the help of these scissors. Inazuma's physical abilities are also impressive, but his overall strength remains to be seen.

13 Ahiru

Ahiru is a female cyborg who is also Belo Betty's junior. The cybernetic enhancements allow Ahiru to take down opponents who are physically superior to her. She has stated that her arm allows her to shoot lasers.

Fans have seen the amount of damage that a laser beam can cause, so Ahiru is not a character to be messed with. In the upcoming arcs, fans will definitely get the opportunity to see her in action.

12 Ushiano

Ushiano is the deputy commander of the Western army, which puts him below Morley in terms of authority. He is a Mink, which means he has access to the Sulong transformation. While he has yet to show off his Sulong form, it is likely to happen in the Final Saga.

In addition to the Sulong, Ushiano also possesses the knowledge to use Electro, which is another ability unique to the Minks. As a high-ranking member of the Revolutionary Army, Ushiano possibly has access to Haki.

11 Jiron

Jiron is the subordinate of Karasu, who leads the Northern Army. Not much is known about Jiron's personality, but it seems that he enjoys placing bets on odd things. He is also respectful of his superiors, as evidenced by his way of talking to Sabo.

Jiron seems to have a Devil Fruit ability that allows him to consume inedible objects without any drawbacks. The full extent of its power remains unknown, but it should be cleared up in future arcs.

10 Koala

Koala is a former slave who was in Marijoa before being freed by Fisher Tiger. She sailed with the Sun Pirates for a while and eventually joined the Revolutionary Army. Since then, Koala has become one of the organization's top officers.

Koala specializes in Fish-Man Karate, and she has defeated many people with it. She has yet to be involved in a major fight, but that will almost certainly change in the upcoming arcs.

9 Ginny

Ginny was an orphan who was on very good terms with Ivankov and Bartholomew Kuma. As she grew up, Ginny became the commander of the Eastern forces of the Revolutionary Army. Her achievements with the group remain unknown, but it is safe to say that she was a reliable fighter, which is why she managed to become a commander.

Ginny had no Devil Fruit power, so she must have relied on her Haki to get things done. Unfortunately, she did not get a chance to stay with the organization for long as she met her end due to the Sapphire Scale disease.

8 Belo Betty

Belo Betty holds command over the Eastern forces of the Revolutionary Army. She is an expert orator who can raise the spirits of people even when they are at their lowest. Belo Betty's Kobu Kobu no Mi works perfectly with her ability to be articulate.

She uses her devil fruit to rally people into fighting, and it also increases their physical abilities. Out of the five commanders, Belo Betty's bounty of 457,000,000 berries is the highest.

7 Lindbergh

Lindbergh is a Mink who is in charge of the Southern Army. He has a bounty of 316,000,000 berries, which suggests that he is definitely not an individual to be messed with. Lindbergh was among the three commanders who accompanied Sabo to Marijoa and successfully rescued Kuma.

This implies that Lindbergh is a capable fighter who is strong enough to fight the Admirals. Lindbergh has two types of Haki, and his Mink lineage enables him to utilize Electro and the Sulong form. Lindbergh is also an excellent innovator who is capable of making different kinds of weapons.

6 Ivankov

Ivankov was introduced in the Impel Down arc. He is the leader of the Grand Line Army, making him one of the most important members of the Revolutionary Army. Ivankov is a funny person who is capable of turning serious situations into hilarious ones.

Contrary to his appearance, Ivankov is a surprisingly good fighter. He proved his mettle in the Impel Down and Marineford arcs. At some point, Ivankov ate a Paramecia-type devil fruit known as the Horu Horu no Mi, which allows him to create and manipulate hormones.

5 Morley

Born in West Blue, Morley is the commander of the Western forces of the Revolutionary Army. She is a former Impel Down prisoner who managed to escape with the help of her devil fruit. Morley's Oshi Oshi no Mi allows her to manipulate the ground as if it were clay. She also used the devil fruit to create Newkama Land within Impel Down, as it allowed her to tunnel her way through the ground.

As a giant, Morley has incredible physical strength, which surpasses that of any other member of the Revolutionary Army. Currently, Morley has a bounty of 293,000,000 berries, and this is likely to increase in the upcoming arcs.

4 Karasu

Karasu is the commander of the North Army, which puts him above the regular members of the Revolutionary Army. Karasu was seen in action against the Peachbeard Pirates, where he stole all their weapons with the help of his unnamed devil fruit. While the name of the devil fruit has not been disclosed, it is safe to assume that it is a Zoan-type devil fruit.

Karasu can also use the crows to transport people from one place to another, as seen when he carried Sabo from Dressrosa to Baltigo. Karasu is also able to use Busoshoku and Kenbunshoku Haki, and he is likely very skilled at using them.

3 Bartholomew Kuma

Bartholomew used to be the ruler of the Sorbet Kingdom before he joined the Revolutionary Army. At some point, Kuma decided to leave the organization and become a pirate. It is unclear why Kuma left the Revolutionary Army, but it is possible that he may have been ordered by Dragon to do so. Kuma is a well-respected person within the One Piece universe, and many individuals have acknowledged his strength.

Endowed with the power of the Nikyu Nikyu no Mi, Kuma can deflect all kinds of attacks. Using his devil fruit, Kuma can quickly turn defense into offense by sending his opponents flying at the speed of light. It wouldn't be an overstatement to say that Kuma is one of the strongest pirates in One Piece.

2 Sabo

Sabo is the chief of staff of the Revolutionary Army. Originally, he wanted to become a pirate, but his journey came to a screeching halt after a Celestial Dragon shot his ship. Sabo was rescued by Dragon, and, eventually, he joined the Revolutionary Army.

Sabo is an expert at using Busoshoku Haki, and he even developed a unique method of fighting known as Ryusoken. In addition to his immense Haki, Sabo also possesses the Mera Mera no Mi, which allows him to manipulate fire at will. The combination of these two things makes Sabo an exceptional fighter.

1 Monkey D. Dragon

Monkey D. Dragon is the founder and leader of the Revolutionary Army. Even though he hasn't openly displayed his strength, there is little to no doubt that Dragon is the strongest member of the organization. Dragon has made a handful of appearances in the story, and the only time viewers got a glimpse of his power was in the Loguetown arc.

In the arc, Dragon managed to stop Smoker effortlessly, thus saving Luffy from certain death. There are strong rumors that suggest Dragon saved Luffy from being executed by Buggy, but there is no evidence to back up the claim. Bearing in mind that Sabo can easily match an Admiral, it is safe to say that Dragon is around the level of a Fleet Admiral.
