Impel Down is one of the three major government strongholds in the One Piece world. It is located directly in the Calm Belt and that is one of the biggest reasons why this prison is considered to be almost impenetrable. Despite its impenetrable status, Impel Down saw a massive breakout happen shortly before the events of the Paramount War.

Some very powerful pirates managed to escape from this prison and some others had escaped long before. Over the years, fans have seen several big names make their escape from the grasp of the government, however, only a few can stand at the very top.

10 Buggy

Buggy the Clown was once locked on Level 1 of Impel Down. When Luffy broke into the prison, Buggy made full use of the opportunity that was presented to him and ended up escaping. He then joined the Paramount War and eventually, ended up becoming one of the Seven Warlords of the Sea out of pure luck.

What's even more hilarious is the fact that Buggy is currently one of the Four Emperors of the Sea and he has a bounty of 3.189 billion berries on his head. While he might not be physically the strongest, Buggy still makes his way to the top, one way or another.

9 Daz Bones

Daz Bones was locked in Impel Down with Crocodile after their fall in the Arabasta arc. He was locked in Level 4 of the prison, also known as Blazing Hell. Bones rejoined Crocodile in this arc and, together, they ended up making an escape. He too joined the Paramount War and played a major role in this fight.

Currently, he is a part of the Cross Guild. Fans do not know how strong he has become over the years, however, having lived in the New World is sure to have taken his skill to the next level.

8 Sanjuan Wolf

Sanjuan Wolf is the 7th Ship Captain of the Blackbeard Pirates and the man who is feared as the Battleship all over the world. He is an incredibly powerful pirate, which is why he was locked away in Level 6 of Impel Down. He was freed by Blackbeard and currently, he is among the strongest Titanic Captains on the seas.

Sanjuan Wolf possesses the powers of Deka Deka no Mi and it allows him to grow even further in size. In the fight on the Pirate Island, he took on Garp, however, he failed to make any impression on the fans. Nonetheless, fans know him to be adequately strong.

7 Catarina Devon

Devon is one of the strongest female pirates in the world of One Piece. She is the captain of the Sixth Ship of the Blackbeard Pirates and a force to be reckoned with. She was locked away in Impel Down level 6 and broke out when Blackbeard invaded the prison.

Currently, she has made a great name for herself in the New World. To boost her already phenomenal powers, she has also eaten a Devil Fruit that grants her the powers of the Nine-Tailed Fox. She can take on the appearance of anyone, however, likely only after a few prerequisites are met. Fans have not yet seen her true powers.

6 Avalo Pizarro

Avalo Pizarro is the Fourth Ship Captain of the Blackbeard Pirates and he too was locked away in Impel Down Level 6. After being freed by Blackbeard, he joined his crew and has since then prospered in the New World. He has the power of Shima Shima no Mi, using which he can control islands themselves.

He has tremendous resilience, as he was able to take hits from Garp that were infused with Conqueror's Haki. Shortly afterwards, he was even hit by Koby and despite all that, he was still standing. Pizarro is certainly a powerful pirate and among the strongest escapees of Impel Down.

5 Ivankov

The Queen of the Kamabakka Kingdom, Ivankov is an incredibly powerful fighter. He is a member of the Revolutionary Army and commands the G Force. At one point, he found his way to Impel Down and was locked in Level 5. Eventually, he moved to level 5.5.

4 Shiryu

He ended up betraying his own people and joined the Blackbeard Pirates instead. He is the Second Ship captain of the crew right now and possesses powers of invisibility, thanks to the Suke Suke no Mi. Shiryu is an incredible fighter and fans are yet to see the best of him.

3 Crocodile

Crocodile is one of the elite pirates who was locked in Level 6 of Impel Down following his defeat in Arabasta. Luffy ended up breaking him free from his prison and, together, they led a breakout. Crocodile went to the Paramount War and, after the war, he went to the New World.

Crocodile has, since then, made a huge name for himself and earned a bounty of 1.965 billion berries. He is certainly among the most ferocious pirates on the ocean and one of the most notable Impel Down escapees ever.

2 Shiki

Shiki Is one of the only two pirates to have ever escaped from Impel Down on his own long before Luffy even infiltrated the prison. He did so by chopping his legs off and he possessed enough power to defeat everyone in the prison and eventually, ended up leaving.

Shiki was once a rival to Roger and strong enough to take on both Garp and Sengoku in combat at the same time. His current whereabouts remain unknown, however, he is a legendary figure in the One Piece world.

1 Luffy

Undoubtedly, Luffy is the strongest of all the Impel Down escapees ever. He infiltrated the prison to free his brother, Ace. While Luffy failed to do that, he made history by leading the greatest breakout in the history of Impel Down. Luffy then went to the Paramount War in an attempt to save his brother, however, he failed.

He returned stronger 2 years later and has, since then, found his way to the very top, having become one of the Four Emperors of the Sea. His powers are certainly immense and only a handful can even dream of matching him in combat.
