Although very little is known about this royal figurehead of Elbaf's giants, it stands to reason that Loki must wield some degree of power that exceeds his giant peers. He is highly respected by his subjects within the warrior nation, and this can only be attributed to strength, given the giants' unquenchable thirst for battle.

The main reason Loki does not rank higher is how little audiences have seen of him. Perhaps if more is revealed about his strength during the Straw Hat Pirates' upcoming journey to Elbaf, he might find himself higher up this list.

7 Little Oars Jr.

A Descendant Of The Ancient Giant Tribe

A former member of the Whitebeard Pirates who aided the crew in their attempt to save Ace in Marineford, Little Oars Jr. almost single-handedly turned the tide of the Paramount War in his allies' favor. His sheer size and immense durability, which dwarfs even Elbaf's giants, shielded his comrades, while preventing the Marines from sealing off their defenses.

It stands to reason that Jaguar D. Saul is far stronger than the average giant from Elbaf, even though the Ancient Giants did dwarf him in size. That being said, Saul was a Vice-Admiral in the Marines, and the former commanding officer of the current Vice-Admiral Doll.

Since it has been stated that all Vice-Admirals can use Haki, it is likely that Saul can as well, which makes his strength all the more formidable. Unfortunately, his near-death experience during the Ohara Incident is likely to have taken a toll on his health, which is why he is not higher on this list.

What she lacks in size, Morley more than makes up for in her fighting skills, as the Commander of the Revolutionaries' West Army. A giant and a newkama, she possesses a Devil Fruit that allows her to push and mold the ground like clay.

Morley is a skilled combatant given her rank in the Revolutionary Army, and can use both Armament and Observation Haki. She survived a fight against Admiral Ryokugyu during the Levely and holds an impressive bounty, which may not even be fully indicative of her real strength.
