23 Kalifa

Only Female Member Of CP9

Kalifa was introduced in the Water 7 arc as Iceberg's secretary. At the time, she seemed like an ordinary person, and no one expected her to be a CP9 assassin. When the truth was revealed, the Straw Hats and the people at Galley-La were shocked.
