The world of One Piece is dominated by criminals and pirates. Many characters went down the path of piracy after listening to Gol D. Roger's iconic last words, which evoked a feeling of freedom in them. Most of the characters, though, were motivated by the desire to claim the legendary treasure.
This caused an exponential increase in the number of pirates. Luckily, the World Government has a bounty system to help it deal with the problem. However, bounties can be manipulated. Due to this reason, many powerful characters do not receive the correct bounty. With that in mind, here are the strongest One Piece characters that have the lowest bounties.​​​​

7 Portgas D. Ace
Ace was the son of Roger and Rouge. From a young age, Ace had decided that he would become a pirate. After setting sail, Ace found the Mera Mera no Mi and used its power to make a name for himself. The Devil Fruit gave him complete mastery over fire. He could create and manipulate it at will.
Naturally, Ace came on the radar of the World Government, which resulted in his bounty of 550,000,000 berries. Ace was even offered a place in the Shichibukai, but he refused. Ace was extremely strong for a pirate who had a bounty of 550 million berries.
6 Edward Weevil
Edward Weevil is the self-proclaimed son of Whitebeard and Miss Buckingham. Even though the veracity of this claim is still in doubt, Weevil does share a few traits with Whitebeard. Like his father, Weevil dons a white mustache and wields a nagatina as a weapon. According to Kizaru, Weevil's strength reminded him of a young Whitebeard.
This is a massive claim considering a young Whitebeard was able to fight on equal footing with Gol D. Roger. However, Weevil has proven that he is not a pushover. He has successfully taken down many of Whitebeard's allies and crew members. Weevil's last known bounty of 480 million berries is definitely low for a pirate of his caliber. With the abolishment of the Shichibukai system, Weevil's bounty should have increased, but for now, the number remains unknown.
5 Jesus Burgess
Jesus Burgess is the right-hand man of Blackbeard. He was one of the first people that Blackbeard recruited, and together they have achieved a lot. Burgess possesses the Riki Riki no Mi, a Paramecia-type Devil Fruit that increases his physical strength significantly. Burgess was able to lift a mountain with his bare hands and didn't seem to have any kind of strain on his body.
Burgess is also able to use Busoshoku Haki but lacks refinement. When he joined the crew, Burgess had a bounty of 20 million berries. It is very likely that his bounty has been increased, but there is no telling when Oda will finally reveal it to the audience.
4 Marco
Marco is among the strongest characters in the series. He is the former First Division Commander of the Whitebeard Pirates. Marco possesses the Tori Tori no Mi, Model: Phoenix, a Mythical Zoan-type Devil Fruit, which enables him to turn into a phoenix.
Marco has achieved a lot in his illustrious career, such as kicking away Kizaru, tanking a punch from Akainu, and fighting both King and Queen at the same time. Marco has been courted by Shanks to join his crew, and the Gorosei believed that he could take down Blackbeard. He has a bounty of 1,374,000,000 berries, which may be high for some, but it definitely isn't for Marco.
3 Chopper
Chopper is the doctor of the Straw Hat Pirates, but he is mistaken for the crew's pet. Even the World Government is under the same impression, which is why Chopper only has a bounty of 1000 berries. Chopper is a genius doctor, and he can conjure cures for the most deadly viruses in a matter of minutes.
Aside from his intelligence, Chopper is also a solid fighter. Chopper created the rumble balls that allow him to change into different forms, with the Monster Point being the strongest of them. Chopper has successfully defeated many notable opponents, and he deserves a way higher bounty. Sadly, it doesn't seem that the World Government will give him a proper bounty anytime soon.
2 Sabo
Sabo is the chief of staff of the Revolutionary Army. After his ship was shot at by a Celestial Dragon, Monkey D. Dragon rescued the young boy. Sabo was trained by the other members of the Revolutionary Army, which helped him reach his full potential.
Sabo is adept at using Haki, and it is one of his strongest assets. He is also the current user of the Mera Mera no Mi, which boosts his strength even further. Sabo has a bounty of 602 million berries, which is an inaccurate representation of his skills.
1 Bepo
Bepo is the navigator of the Heart Pirates. Like all the main crewmates, Bepo joined the crew when they were still in North Blue. Bepo is a Mink, which means he can use Electro, and he also has access to the Sulong transformation.
He used it for the first time when Blackbeard was about to kill Law. Bepo consumed Chopper's special medicine, which allowed him to use his Sulong form. Despite his incredible fighting skills, Bepo also suffers from the same problem as Chopper, which is why he only has a bounty of 500 berries.
