The Celestial Dragons are some of the most influential people to have ever lived in the world of One Piece. Essentially, these are the descendants of the original 20 founders of the World Government. The Celestial Dragons live atop the Red Line in the Holy Land of Marijoa.
The vast majority of the Celestial Dragons seen in One Piece are remarkably weak. However, over the years, fans have seen quite a lot of powerful Celestial Dragons emerge in the story as well and some of them are contenders for the strongest characters alive.
Updated on March 10, 2024, by Rei Penber: The Celestial Dragons are, obviously, going to be the main focus of One Piece as the fans had deeper into the final saga. The Celestial Dragons are set to be very important figures since they are at war with not just the Revolutionary Army, but with many pirate factions as well. As such, it is no surprise to the fans that more Celestial Dragons are getting fleshed out, revealing their strong abilities and their trump cards. While this list already goes over quite a lot of the powerful celestial dragons that fans have seen in One Piece, now, the Five Elders, who are the highest authority among the Celestial Dragons, have been elaborated upon. As such, this list has now been updated.
10 Donquixote Rosinante
Celestial Dragon Family: Donquixote
Donquixote Rosinante was a member of the Donquixote Family, who was taken by Homing to live on the surface. Unlike Doflamingo, he wasn't a cruel personality and possessed a gentle heart. He was raised by Sengoku like his very own son and, eventually, trained as a Marine as well.
Rosinante was quite a strong Marine who carried out his duties diligently. He also possessed the powers of the Nagi Nagi no Mi, which allowed him to create small rooms within which all sound could be erased entirely. He could also erase the sound of other objects by placing this power over individuals, such as Law. He was quite powerful, however, not strong enough to find off the strong officers of the Donquixote Pirates. Regardless, when compared to the average Celestial Dragons, he was quite impressive.
9 Donquixote Doflamingo

Doflamingo is one of the strongest pirates and the One Piece world and, until the events of the Dressrosa arc, he was among the most dangerous pirates on the seas, something that even Kuzan openly acknowledged. This danger emanating from him didn't just come from the fact that he possessed great strength but also because he carried the bloodline of the Celestial Dragons.
Doflamingo possessed the powers of the Ito Ito no Mi, using which he could produce strings at will. He could cut into his enemies, fly, or even create a slaughterhouse using the birdcage with this power. Awakening granted him even greater power and allowed him to spread it to his immediate surroundings, being able to control giant constructs of strings as well. He was also a user of all three types of Haki, making him an even rarer pirate. That said, Doflamingo's control over Haki was at a very basic level and he eventually lost to Luffy who unleashed the power of Gear Fourth against him.
8 Garling Figarland

Among the Celestial Dragons, one of the strongest is surely Garling Figarland. This is a character that was recently introduced in One Piece as the Supreme Commander of the Holy Knights. Saint Garling is a descendant of the Figarland Family and its current ruler.

He was known as the Champion of God Valley, likely because he won the Native Hunting Games on God Valley 38 years ago. He possesses incredible might, such that even Dragon takes his army and its movements into careful consideration. His powers are not known just yet, however, this character has connections to the likes of Shanks, possibly being his father. As such, fans should expect him to be very powerful and potentially a user of overpowered Devil Fruit abilities as well as incredible Haki.
7 Saint Jaygarcia Saturn

Out of all the Five Elders, Saint Jaygarcia Saturn is the first one to be properly revealed to the fans. He is the primary antagonist of the Egghead Island arc, and in this arc, he has showcased his amazing powers already. Saturn has the power of the Ushi Oni, which is a Yokai from Japanese folklore. As such, it can be assumed that Saturn has a Mythical Zoan Devil Fruit. Using the powers of this Devil Fruit, Saturn can do three things primarily.
Firstly, he can attack anyone in his line of sight instantaneously without even making contact with them. This attack is so powerful that it can make even the likes of Luffy and Sanji bleed. Secondly, Saturn can hold down anyone in their position with an invisible force. Thirdly, he possesses an incredible regeneration rate. Even after sustaining life-threatening damage, Saturn can regenerate as if he wasn't even hit. These are the powers of the core of the Ushi Oni and together, they make Saturn an individual that can be considered to be above the level of the Marine Admirals. Clearly, he's one of the strongest Celestial Dragons that fans have seen in one piece.
6 Saint Shepherd Ju Peter

Saint Shepherd Ju Peter is a member of the Five Elders, however, one that fans do not know much about. Just like Saturn, he most likely possesses the powers of a mythical creature. His Devil Fruit appears to be somewhat difficult to make out, however, he can certainly transform into some interesting creature.
Since all the Five Elders are likely relative in terms of strength, it is no surprise to see him next to the likes of Saturn in terms of power. Fans will hopefully see more of him as the story continues.
5 Saint Marcus Mars
The Warrior God Of Environment
Saint Marcus Mars is yet another member of the Five Elders, and one with a very peculiar power. Just like the other Five Elders, he possesses an ability that is likely related to a Japanese Yokai. His power seems to transform him into a giant bird-like creature. What bird this is, fans do not know just yet.
However, it is surely going to be a very powerful creature. He was able to sustain Sabo's attack from a point-blank range, and as a result, it can be assumed that he is very, very powerful. Hopefully, fans can see both him and his bird-like power very soon in the final saga of One Piece.
4 Saint Topman Warcury
The Warrior God Of Justice
Saint Topman Warcury is a member of the Five Elders, and one who possesses the powers of a mythical creature as well. He appears to be able to transform into a giant creature that resembles an elephant. Fans did not actually get to see the face of this creature, however, from the silhouette, it certainly does look like a creature with giant tusks, such as an elephant.
Of course, this could end up being a completely different creature, however, based on the silhouette, that is what the powers appear to be. Regardless, fans already know that Warcury is going to be tremendously overpowered, given that he is going to be relative to the other Five Elders, of all which possess amazing abilities up their sleeves.
3 Saint Ethanbaron V. Nusjuro
The Warrior God Of Finance
Saint Ethanbaron V. Nusjuro is a very powerful individual and likely the strongest of the Five Elders. He also has a strange ability under his belt that appears to be derived from a Yokai of Japanese folklore. His transformation is the most humanoid of all, which makes one believe that he has a version of the Hito Hito no Mi. At the same time, he also seems to have a Homuragumo around his neck, which implies that his powers are awakened.
On top of this amazing transformation, he also has the Shodai Kitetsu, one of the strongest blades in the entire series which belongs to the supreme grade rank, in his possession. All this taken into account makes him one of the strongest individuals in the One Piece world, if not the strongest. When it comes to the Celestial Dragons, his power will likely be second only to Imu.
2 Shanks

Shanks, much to the surprise of the fans, is a Celestial Dragon. He has the blood of the Figarland Family flowing through his veins and this was first confirmed in One Piece Film Red. Shanks has connections to the Figarland Family and he is likely the son of Saint Garling Figarland. He was found by the Roger Pirates on the island of God Valley 38 years ago after they took the loot from the island back to their ship.
Shanks was then raised by Roger as his apprentice and he gained tremendous strength. Shanks is one of the strongest pirates alive right now and it wouldn't be a stretch to say that his true strength still remains to be seen.
1 Imu Nerona

Imu, the sovereign of the world, is most likely the strongest Celestial Dragon in One Piece at the moment. The fans believed for the longest time that they didn't possess physical might, however, that belief was shattered entirely during Sabo's Reverie flashback. It was made quite clear that Imu possesses a power that lets them transform into a creature capable of attacking with arrows and, at the same time, even consuming things such as fire.
Imu is incredibly powerful, even more so with the power of Motherflame at their side. They are clearly the strongest Celestial Dragon in the series right now and also the end-game villain of One Piece.
