Sengoku is among the most respected Marines. He joined the organization along with Garp and Tsuru. All three of them rose through the ranks quickly, and they were given good positions. Sengoku became an Admiral and then the Fleet Admiral, which highlights how much the organization trusted him.

Sengoku ate the Hito Hito no Mi, Model: Daibutsu, a Devil Fruit that allowed him to turn into a giant golden Buddha. In his fully transformed form, he could emit shockwaves from the palms of his hands. These were strong enough to counter punches from the Gura Gura no Mi. Sengoku and Roger were not fierce enemies, but the latter mentioned him as the only other Marine after Garp who could capture him.

Rocks was presumably very strong; otherwise, he wouldn't have been able to keep a band of ruffians under control. Roger and Rocks fought during the God Valley Incident. While the exact details of their battle remain unknown, it is safe to assume that they were neck and neck.
