7 Blackbeard Pirate Commanders
The Blackbeard Pirate Commanders are sure to get new bounties after the events of the Pirate Island Invasion, led by Garp. These pirates collaborated to defeat one of the strongest characters to have ever lived in the world of One Piece and that certainly deserves plaudits.
Kuzan was central to the fight and fans could see him receive a high reward. At the same time, Shiryu, Pizarro, Vasco Shot, and Sanjuan Wolf could also receive new bounties. This was also hinted at by Pizarro himself, when he mentioned that Blackbeard usually hogs the headlines, and this time, it will be the Commanders of the Blackbeard Pirates.
6 Robin
Nico Robin is an archaeologist and that in itself makes her one of the most dangerous people to the World Government. Robin, along with all the Straw Hat Pirates, is currently under attack by the World Government. The Five Elders recently noticed her presence in Egghead and one of their goals is certainly going to be to eliminate her.
If Robin ends up making it out of there alive, her notoriety is going to go up again and her bounty could also increase. Currently, Robin has a 930 million beri bounty, and this figure could go over a billion very soon.
5 Sanji
Sanji is the cook of the Straw Hat Pirates and also one of Luffy's two wings. He is an exceptional fighter, worth 1.032 billion berries. Sanji is extremely powerful and, in Egghead, he was seen engaging S-Shark in combat.
In the Egghead Incident, he is also going to play a key role, and that in itself makes him very dangerous to the World Government. If the Straw Hat Pirates managed to escape, his reward is surely going to go up.
4 Zoro
Zoro is the number two of the Straw Hat Pirates and a big threat to the World Government. On Egghead, Zoro has engaged with the powerful Seraphims in combat. If that wasn't enough, Zoro is also fighting against Lucci currently.
This means that the World Government will take notice of his showing and potentially increase the reward even further. Currently, Zoro is worth 1.111 billion berries and this reward could increase again very soon, when the crew successfully manage to fulfill their mission on Egghead and utterly defeat the Navy.
3 Sabo
Sabo is a character who has attained quite a lot of infamy in One Piece recently. He is renowned all over the world as the Flame Emperor and it is a fact that his infamy has surpassed even that of Dragon. Sabo is extremely important in the story at the moment.
He has seen the true power of the Five Elders as well as Imu. That alone makes him highly wanted and his bounty is likely going to shoot through the roof. Fans might get a look at his bounty after the Egghead Island Arc and it is surely going to be in the billions, meaning he will receive a significant increase from his current 602 million beri bounty.
2 Vegapunk
Vegapunk is a character that not many fans would have expected to gain a bounty. Until recently, he was allied with the World Government. Currently, the mission of the Navy is to assassinate Vegapunk because of all the information that he possesses.

1 Luffy
Luffy is central to the Egghead Incident and the man who was recently acknowledged as one of the Four Emperors of the Sea. Currently, Luffy is fighting against Kizaru and he's also the one leading the war against the Navy. The egghead incident will see his infamy grow even further and, when that happens, fans will see him again with an even higher bounty.
At this point, Luffy is a pirate that the World Government simply cannot turn a blind eye to. He is Nika reborn and, by directly defeating an Admiral and destroying a navy fleet, his bounty is going to grow higher than ever before. Currently, Luffy has a 3 billion berries reward on his head, and it could shoot up closer to 4 billion.
