Oda has introduced quite a lot of powerful pirates in his series over the years, and while all of them are fearful in their own ways, some of them can get underestimated by the fans.

He was easily one of the strongest Commanders in the pirate crew, and in the Marineford Arc, he was seen fighting against Kuzan and holding his ground. In fact, he only lost a battle because he was distracted for a split second, which ended up deciding the entire fight. Still, Jozu was incredibly efficient.
He possesses the power of the Kira Kira no Mi, and using this Devil Fruit, he caused Kuzan all sorts of trouble. Despite his massive size and strength, his speed was remarkable. He is an individual whose bounty would certainly have been over a billion berries, and it goes without saying that he was underrated as well.
5 Charlotte Cracker

Charlotte Cracker is one of the Three Sweet Commanders of the Big Mom Pirates. With a Bounty of 860 million berries on his head, Cracker is one of the most wanted individuals in the One Piece world. When Cracker was introduced, Oda made it sure to highlight that he was on a level even greater than that of Doflamingo.
His Haki was much superior, and his display against Luffy in his Gear Fourth was absolutely amazing. Cracker was underrated because he was not given a proper platform to showcase his skill. The vast majority of his fight was off-screen, however, it must be remembered that he ended up fighting Luffy multiple times over the course of 11 hours in Gear 4th, and every single time, he forced him out of it. Had it not been for Nami, Luffy would most definitely have lost to him despite having Gear 4 up his sleeve.
4 Jack The Drought

Jack the Drought is one of Kaido's Three All Stars, and fans know him to be quite a menacing individual. When Jack was first introduced, he was actually highly rated by many. However, over the years, the hype died down because Jack was not given a prominent role in the arc.

In fact, Jack ended up losing every battle that he fought. Still, Jack was a monstrously powerful individual who possessed tremendous endurance, and above all, magnificent strength. 3 Charlotte Smoothie

Another member of the Big Mom Pirates, Charlotte Smoothie is one of the most underrated characters in One Piece. This is largely down to the fact that Smoothie has never played any significant role in the story. When she was introduced in the Whole Cake Island Arc, Oda did not cut out a specific role for her that would see her shine.
In fact, Smoothie also made it to Wano. However, once again, she did not play any significant role in the story, which is why she is often underrated among the fans. Still, Smoothie did earn herself a 932 million berry bounty, and her Devil Fruit, along with a powerful usage of Haki is enough to justify that bounty. Smoothie must be one of the most fearsome individuals in the series, and hopefully, fans will do impressive things in the future of the story.
2 Flower Sword Vista

The Fifth Division Commander of the Whitebeard Pirates, Flower Sword Vista is an individual who can be considered to be highly underrated. Among the Whitebeard Pirates, strength is not determined by the number of the Division Commander. Vista being the 5th Division Commander does not mean that he is the fifth-strongest individual in the pirate crew. In fact, Vista might just be one of the most powerful members under Whitebeard.
In the Paramount War, he was able to fight equally with Mihawk, which is extremely impressive. Mihawk himself praised Vista and the fact that their battle was a stalemate just goes to show his skill. He was even able to launch powerful attacks on the likes of Akainu. However, he was not able to do any lasting damage. Still, he's easily one of the most skilled individuals in the crew.
1 Portgas D. Ace

The Second Division Commander of the Whitebeard Pirates, and the former Captain of the Spade Pirates, Portgas D. Ace is easily one of the most underrated characters in One Piece. Ace was a monstrously powerful individual. In fact, Ace's strength was backed by many, including the Yonko, Red-haired Shanks. He possessed one of the most powerful Devil Fruits in One Piece, the Mera Mera no Mi.
In fact, what many fans do not know is that Ace was a powerful user of both Armament and Observation Haki, and he even had Conqueror's Haki up his sleeve. The strength he possessed was enough for him to be considered to be an individual on a high level of power. Unfortunately, Ace ended up sacrificing his life for Luffy, and that is why he is criminally underrated.
