Devil Fruits are an incredible source of power in the world of One Piece. Considered to be magical fruits, they grant unimaginable powers to those who eat them, but take away their ability to swim. Dozens of characters across the series have made this trade, giving them incredible abilities.

The One Piece world is filled with Devil Fruits of all sorts, and most of them have powers that are acknowledged well by the fans. However, there are some fruits which, although very powerful, aren't given as much praise as they deserve. These fruits are quite powerful, with some even being among the strongest in the story.

Although not all abilities are equally powerful, the creativity of a user goes a long way in defining how powerful these abilities are. Often, what is considered to be a bad Devil Fruit can turn out to be quite useful with another user. This list already consists of the 10 of the most underrated Devil Fruits in One Piece, however, seeing that a plethora of these abilities exist in the story, we've decided to further add four more underrated Devil Fruits to the list to make it even better.

14 Perona's Horo Horo No Mi

Perona's Horo Horo no Mi is quite an incredible power that lets her produce hollows from her body at will and manipulate them as she likes. These hollows can form a scouting network that spans over miles and are, thus, incredibly useful to keep track of the happenings around a particular area.

In combat, they do great damage as they can explode when the user wants them to. Perhaps the biggest ability of this Devil Fruit is that its hollows allow the user to completely drain the spirits of those who they fight by passing through them, provided they're not already negative, to begin with. Even the strongest of fighters can get affected by this technique.

13 Raizo's Maki Maki No Mi

The Maki Maki no Mi was eaten by none other than Raizo and it is known to be quite an underrated Devil Fruit. In the Wano Country arc, fans got to see a glimpse of its true powers. With this fruit, Raizo can produce scrolls and store anything within them, from drawings to sources of energy.

In the fight against Kaido, Raizo was able to store Kaido's Boro Breath and throw it back at him later. He could also store the water from Zunesha's bath time and use it to put out the fire on Onigashima.

12 Blueno's Doa Doa no Mi

Blueno was a member of the CP9 and he played quite an important role during the Water 7 saga of the series. He was one of the most impressive people in the group, all thanks to his Devil Fruit ability. While Blueno certainly wasn't the strongest, his fruit allowed him to produce doors out of anything he touched, no matter how thick or strong the surface.

Blueno could also produce doors out of thin air and use them for covert operations, such as assassinations. While this fruit isn't an overpowered one, it is definitely one of the most underrated Devil Fruits out there.

11 Ivankov's Horu Horu No Mi

The Horu Horu no Mi is a Paramecia type of Devil Fruit that was eaten by none other than Emporio Ivankov, the Grand Line commander of the Revolutionary Army. With this fruit, Ivankov gained the ability to create special hormones and manipulate all of them at will.

Often, his surgeries would save lives and this earned him the title of a miracle worker. Not only can he alter someone's sex, but he can also boost adrenaline, and increase the healing power by boosting the immune system, among other things. Ivankov can also use this ability on himself, which often aids him in combat. Without a doubt, his Devil Fruit remains to be an underrated one.

10 Buggy's Bara Bara No Mi

Bara Bara no Mi was the second Devil Fruit introduced in One Piece, after Luffy's Gomu Gomu no Mi. Although this Devil Fruit is in the possession of a weak user, it is actually quite powerful in itself.

Bara Bara no Mi allows the user to split up their body parts and manipulate them however they like, within a given range. What's more, it also makes them impervious to slash-based attacks, meaning swordsmen are useless against this Devil Fruit.

9 Tsuru's Woshu Woshu No Mi

Vice-Admiral Tsuru of the Marines is known to have the power of the Paramecia-type Woshu Woshu no Mi. This Devil Fruit allows her to literally wash people as if they were clothes, and hang them out to dry.

Although the ability doesn't sound all too powerful, once washed, the target is unable to move. What's more, this fruit also cleanses evil from the hearts of those it washes, making it a very dangerous power to have against villains. The fact that Doflamingo was scared of Tsuru says a lot about how strong her powers were.

8 Charlotte Cracker's Bisu Bisu No Mi

Charlotte Cracker, one of the Three Sweet Commanders of the Big Mom Pirates, ate the Paramecia-type Bisu Bisu no Mi. This fruit allows Cracker to create infinite amounts of biscuits with each clap of his hands.

Though it sounds a bit goofy, Cracker uses this power to create Biscuit soldiers who are powerful enough to withstand Luffy's attacks. To destroy just one biscuit clone, Luffy needed the power of Gear Fourth, and Cracker could create thousands of them with ease. Had it not been for Nami, Cracker would have easily beaten Luffy with its power.

7 Bartolomeo's Bari Bari No Mi

Bari Bari no Mi is a Paramecia-type Devil Fruit, first eaten by Kurozumi Semimaru a long time ago. Following his death, the fruit reemerged in the world and found its way to Bartolomeo.

This Devil Fruit is quite overpowered as it allows the user to create unbreakable barriers at will, which can be maintained as long as the user's fingers are crossed. Not even someone as strong as Kozuki Oden could break through this barrier.

6 Foxy's Noro Noro No Mi

Foxy was one of the main antagonists of One Piece's Long Ring Long Land arc, and he possessed the power of the Paramecia-type Noro Noro no Mi. Using this fruit, Foxy could emit Noro Noro photons, or light particles.

The beam of light emitted by this fruit's power slows down anyone it hits for quite a period of time. Foxy, being weak, couldn't make full use of the powers of this fruit; however, under a capable person, this fruit could become a real menace.

5 Nico Robin's Hana Hana No Mi

The Hana Hana no Mi is an extremely useful Devil Fruit, and also an underrated one. It allows Robin to take any part of her body, and sprout it like a flower from anywhere within a certain range. Furthermore, Robin's strength allows her to create thousands of these. She can also create a giant version of herself, or a demonic version, which is much stronger.

Hana Hana no Mi is an incredibly powerful Devil Fruit. Robin demonstrated its true power against Black Maria of the Tobi Roppo, whom she completely crushed.

4 Baby 5's Buki Buki No Mi

Baby 5 is a former member of the Donquixote Pirates who joined the Happo Navy after marrying Don Sai. Along with being a wonderful wife, she's also a fantastic combatant, and much of that is down to her usage of the Buki Buki no Mi.

The Buki Buki no Mi allows her to transform herself into any weapon she wants at will. So far, she's turned into weapons such as a revolver, a sickle, a scythe, a missile. If she chooses, however, she can also transform into something stronger, such as a nuclear weapon.

3 Sugar's Hobi Hobi No Mi

Another member of the Donquixote Pirates, Sugar is the user of Hobi Hobi no Mi. This fruit belongs to the Paramecia class, and it allows her to turn anyone she touches into a toy. This fruit was the key to Doflamingo's underworld operation in Dressrosa.

What's more, Sugar can then sign a contract with them, and they're bound to follow whatever stipulations she sets for them. The person turned into a toy is also forgotten by the entire world.

2 Luffy's Gomu Gomu No Mi

The Gomu Gomu no Mi might appear to be a simple fruit, but it is actually quite useful. This fruit turns Luffy into a rubber-man, meaning blunt attacks don't hurt him at all. He is also impervious to vibrations, meaning the Gura Gura no Mi would be ineffective against him, just like Enel's Goro Goro no Mi.

Luffy can also use this fruit is clever ways, such as gaining access to the power of a giant or a muscular balloon with tremendous elastic power in Gear Fourth.

1 Boa Hancock's Mero Mero No Mi

Mero Mero no Mi is a Paramecia-type Devil Fruit that was fed to the Shichibukai Boa Hancock by the Celestial Dragons when she was a slave. After her escape, Hancock made this power hers by turning it into a powerful weapon.

The Mero Mero no Mi allows Hancock to turn anyone who is attracted to her to stone, but that's not all. Techniques such as Slave Arrow and Perfume Femur allows her to turn anyone into stone, regardless of whether they are attracted to her or not. Even inanimate objects, such as cannonballs and Pacifistas, were turned to stone with a mere touch of her powers. Hancock's fruit is, without a doubt, a powerful and underrated one.
