  • Legendary pirate Don Chinjao had a bounty of 542 million berries and was defeated by Garp, but his bounty remains active even though his son now commands the Happosui.
  • Gloriosa, a former member of the Rocks Pirates and leader of the Kuja, likely has a high active bounty due to her infamous past and unfriendly relations with the government.
  • Scopper Gaban, one of the strongest members of the Roger Pirates, also has an active bounty, as confirmed by Rayleigh, further adding to the mystery surrounding the whereabouts of the Roger Pirates.

One of the most exciting aspects of the system in place in One Piece is that the likes of pirates and revolutionaries and any other strong force that opposes the World Government get high bounties placed on their heads. These bounties are always exciting for the fans when they are revealed and, over the years, fans have seen quite a lot of very incredible numbers being introduced to them.

6 Don Chinjao

Bounty: 542 Million Berries

One Piece Don Chinjao fighting against Lucy

Don Chinjao is a legendary pirate who once terrorized the New World in many ways. In his prime, he used to fight battles with the likes of Garp, as is evident from the conversation that fans saw between these two when they last fought.

Chinjao had a bounty of 542 million berries and, even though that isn't all that high, fans must remember that he was still a user of all the Haki types and powerful Hasshoken. He was defeated by Garp in the end and his drill was completely bent. Chinjao was still a pirate, however, not as prevalent or even important in the series. Yet, his bounty remains active to this day even when the Happosui is commanded now by his son.

5 Gloriosa

Bounty: Unknown

Gloriosa Kuja One Piece Rocks

It was recently revealed in One Piece’s Final Saga that Gloriosa was a very famous pirate once. In fact, she was a member of the Rocks Pirates, which really adds to her infamy. After the God Valley Incident, Gloriosa went her own way, and not much is known about her life after, other than the fact that she was on Sabaody when Hancock and her sisters were freed. She helped raise them and shelter them following the horrific fate that they had faced.

Being a member of the Rocks Pirates and even a leader of the Kuja at one point, it is only natural that Gloriosa had a high bounty on her head. This bounty is likely still active and not rescinded in any way, especially since the Kuja have never been on friendly terms with the government.

4 Scopper Gaban

Bounty: Unknown

Scopper Gaban fighting Whitebeard Pirates

Scopper Gaban is a member of the Roger Pirates and he was certainly one of the strongest members of this pirate crew. Fans know this as they have themselves seen Gaban and Rayleigh team up on various occasions. Roger himself has mentioned that Gaban, along with Rayleigh, was one of his two most trusted underlings.

After the Roger Pirates disbanded, Gaban went his own way, however, fans do not know where exactly he went. Regardless of that, fans know that Scopper Gaban has an active bounty since Rayleigh himself confirmed that the bounties of the Roger Pirates are still active to this day.

3 Shiki

Bounty: Unknown

Shiki One Piece Golden Lion

The Golden Lion, Shiki was once a ferocious pirate on the same level as Roger himself. In fact, he was one of Roger's greatest enemies and could even have defeated him in the battle of the Edd War, had a storm not hit and destroyed the vast majority of Shiki’s fleet. Following Roger's capture, Shiki single-handedly challenged the entirety of the Marine HQ and destroyed half of it in his battle against Garp and Sengoku.

That in itself proves how strong he was. He became the first known pirate to have escaped Impel Down on his own and he did this by chopping his legs off. His whereabouts have been unknown ever since, however, Shiki is still active out there somewhere, with a very high bounty on his head.

2 Silvers Rayleigh

Bounty: Unknown

Zoro & Rayleigh

One of the most legendary figures in the One Piece world, the Dark King, Rayleigh is an exceptional pirate. He was the right arm of the Pirate King himself and the Vice Captain of the Roger Pirates. Rayleigh was exceptionally powerful and, even though he did not have a Devil Fruit, he commanded Haki with tremendous excellence.

Rayleigh could hardly be stopped by anyone and his strength was such that even the World Government considers him to be a legendary figure in the same league as Whitebeard himself. Rayleigh certainly has a bounty on his head and this reward is still active even though he has retired long ago. This was confirmed by Kizaru on Sabaody and fans will likely see his bounty get revealed eventually in the story.

1 Other Roger Pirates

Bounty: Unknown

Roger and Garp vs Rocks Pirates

While Roger, Rayleigh, and Gaban are the most significant members of the Roger Pirates, there are others, such as Crocus, among others, who were all active in the crew’s journey to claim the One Piece itself. They all received high bounties on their heads and found out everything there is to know about the world. They are among the most wanted criminals in the entire world of One Piece and their bounties will never be rescinded or frozen.

All the members of the Roger Pirates will have active bounties right until their deaths or even after that, if the bounty is an “Only Dead” one that requires the figure to be turned in to the World Government. Their bounties are unknown, however, fans hope that Oda will one day reveal these figures.
