Naturally, the Rocks Pirates consisted of some of the most legendary pirates to have ever stepped foot in the world of One Piece and, it isn't a surprise for the fans to see that quite a lot of them were powerful Haki users as well. Essentially, nearly every powerful Rocks Pirates member had access to overpowered Haki and some of them shone in this aspect more than the others.

6 Kaido

Kaido was clearly an apprentice during the days of the Rocks Pirates and, thus, had not developed his strength completely. While he likely did have access to Haki at this point, fans should not expect him to be at the top of his game. As such, Kaido likely did not have access to techniques such as Advanced Conqueror's Haki.

Regardless, Kaido would still have the disposition for all three types of Haki, and being a part of the Rocks Pirates would mean that he would be an avid user of this skill nonetheless. To what degree he controlled this skill at the time remains unknown, however, given that he was very young and just an apprentice, fans should not expect too much from him at this point in the story.

5 Shiki

Shiki the Golden Lion Is a very curious case, especially since he has never been confirmed to be a user of Haki at all. However, it would be incredibly ridiculous for any fan to think that he did not have access to all three types of Haki. At his peak, he was spoken of in the same breath as Garp, Roger, and Whitebeard.

He is a figure who could rival even Roger at the peak of his powers. This particular character required Garp to team up with Sengoku to defeat him and even then they couldn't protect Marineford from his wrath. Shiki is an incredibly powerful pirate who certainly commanded all three types of Haki and fans should not need a confirmation from the author for that.

4 Gloriosa

Gloriosa was shockingly revealed to be a member of the Rocks Pirates very recently. She is a former Empress of Amazon Lily and a leader of the Kuja as well. Gloriosa, being born a Kuja, has always been an exceptional user of Haki. Haki is the bread and butter of this particular tribe. In fact, even non-combatants on this island are users of Haki and, given that strength is believed to be beauty on this island, only the strongest get to be at the top.

Gloriosa led this powerful band for many years and it shouldn't be a surprise for the fans to see her being a user of all three types of Haki, just like Hancock. She was a conqueror and a ruler indeed and this should give her access to all types of Haki. Furthermore, being a member of the Rocks Pirates only goes on to confirm that Gloriosa possessed tremendous powers up her sleeve.

3 Charlotte Linlin

Charlotte Linlin had developed as a pirate greatly during the time of the Rocks Pirates. Although not at her physical peak, which is something that Oda has confirmed in Oden flashback, Linlin was still very powerful. She relied greatly on her Devil Fruit abilities at this time, however, her Haki was likely very powerful as well.

As to what degree she had trained it, fans cannot be sure just yet. However, given that she was much older than Kaido and acted as his guardian, one can assume that her Haki was much stronger than that of Kaido during this time, however, the latter would eventually go on to surpass her Haki.

2 Whitebeard

Whitebeard was clearly the second strongest member of the Rocks Pirates and fans know him to be an incredibly powerful user of Haki as well. Whitebeard possessed all three types of Haki and could use Conqueror's Haki at an advanced level. It is unknown if he had access to this form of Haki at this time in the story, however, given that he was not entirely obedient to Rocks suggests that he might.

Whitebeard would only argue against Rocks the way he did if he was relative to him in terms of strength. This would indicate that Whitebeard was extremely powerful at this time despite not being at the peak of his abilities. Fans should fully expect him to be a powerful user of all three Haki types during this time, with more room for growth.

Rocks is a pirate who has not been confirmed to be a user of Haki, however, it would be very stupid for any fan to assume that he did not have access to this skill. He led a crew full of conquerors and for him to not have Conqueror's Haki or any other type of Haki, for that matter, would be bizarre. Fans can rest assured that Rocks had access to all three types of Haki and he could command at least Conqueror's Haki at an advanced level.

This was a pirate that even Roger and Garp could not defeat individually and had to team up to take on in combat. Rocks was certainly a monster and one who had trained his Haki to the very extreme, and, because of that, he became as strong as he was. Undoubtedly, Rocks was the strongest Haki user on this pirate crew.
