The Revolutionary Army is a major faction in the world of One Piece whose goal is to rip out the Celestial Dragons from power and establish a world where the powerful do not prey on the powerless. The organization is led by the World's Worst Criminal, Monkey D. Dragon. The Revolutionary Army was established with the goal of creating a group strong enough to resist the World Government themselves.
This means their ranks had to be filled with some of the strongest fighters in One Piece. Even though all members of the Revolutionary Army are expected to be strong enough to fight against the mightiest of the World Government, it goes without saying that the vast majority of their strongest officers are all Haki users.
7 Lindbergh
Lindbergh is a cat mink who was introduced to the fans shortly after the events of the Whole Cake Island arc. He is the commander of the South Army of the Revolutionary Army and he is certainly powerful in his own right. When it comes to Haki, Lindbergh simply possesses two types of it – Observation Haki and Armament Haki.
That said, his usage of Haki is likely not all that impressive, given that he relies mostly on his weapons in fighting. Furthermore, by virtue of being a mink, he has also got access to electro, which is likely his secondary weapon in combat.
6 Morley
Morley is the commander of the West Army of the Revolutionary Army and certainly a very strong fighter. He has the power of the Oshi Oshi no Mi using which he can push things as if they were made of clay.
Morley is certainly very strong and also a user of Haki on top of having a powerful Devil Fruit. Fans saw him fight against an Admiral of the Navy during the Reverie Arc and that in itself means that he is a decent user of Haki at the very least. Morley can use both the Color of Observation as well as the Color of Arms.
5 Karasu
Karasu is the commander of the North Army of the Revolutionary Army and the man who possesses the second-highest bounty of the four commanders, at 400 million berries. He's extremely powerful, thanks to his Logia Devil Fruit called Susu Susu no Mi, which allows him to turn into as well as produce and manipulate soot at will.
On top of that, he also seems to have a very strong Haki, given that he was able to fight against Admiral Fujitora during Reverie Arc. While his full strength has not been explored just yet, fans can almost certainly expect him to be an exceptional user of Haki.
4 Belo Betty
Belo Betty is the commander of the East Army of the Revolutionary Army and possibly the strongest of the four commanders, which is very well indicated by her bounty of 457 million berries as well. She possesses the power of the Kobu Kobu no Mi, using which she can bring out the latent powers of people by motivating them.
Her Devil Fruit is what makes it truly dangerous, however, she's also a user of both Color of Arms and Color of Observation. Her Haki is most certainly going to be impressive, given that she is someone with a sizable bounty on her head.
3 Ivankov
Ivankov is the Commander of the G Army of the Revolutionary Army and he's also the strongest of the Commanders. While fans have not seen Ivankov use Haki, it goes without saying that he possesses this ability.
Commanders ranked much lower than him possessed this skill and he certainly cannot be the only one without it. He has already shown that he has profound knowledge of this skill and its usage. Out of all the Commanders, he is likely to have the strongest Haki, as he is also the strongest out of all of them.
2 Sabo
Sabo is the Chief of Staff of the Revolutionary Army and the man who is renowned as the Flame Emperor all over the world. Sabo has several incredible abilities up his sleeve, ranging from the overpowered Mera Mera no Mi to his incredible usage of Ryusoken.
Having been trained by the elites of the Revolutionary Army themselves, it is no surprise that Sabo possesses an exceptionally overpowered Haki. Fans have even seen him use Ryuo in the past and that just goes to show that his usage of at least the Color of Arms is at an advanced level.
1 Dragon
The Supreme Commander of the Revolutionary Army, Dragon is the strongest out of all of them and he's also the World's Worst Criminal. Dragon is exceptionally powerful, ranking alongside the strongest in the entire world. It goes without saying that Dragon has all three types of Haki at his disposal.
Fans can also expect to see the advanced form of Color of the Supreme King from him, as well as advanced mastery over the other types of Haki. While he hasn't shown his full strength just yet, it is only a matter of time before he does.
