Haki is one of the most important powers to exist in the One Piece world. Two types of this ability are present within everyone, however, there is a facet of this power that only a select few can utilize, called Conqueror's Haki. While Haki is not the primary power system in One Piece, it is absolutely essential if a pirate intends to conquer the latter half of the Grand Line, the New World.

The legendary pirates of the One Piece world have all held this skill and trained it to the highest level, which is how they made a name for themselves that has reverberated throughout history. The legendary pirates of One Piece had trained their Haki to the very best, however, not all of them have the same level of mastery over this skill.
8 Shiki
Shiki, the Flying Pirate, is a legend who was once a rival to the likes of the Pirate King, Gol D. Roger. Shiki was extremely powerful, however, he primarily relied on his Devil Fruit, the Paramecia type Fuwa Fuwa no Mi. Fans have, curiously, never seen him utilize Haki ever.
However, it can be assumed for sure that he did have access to this skill. How far he had trained the skill and how strong it was, remains unknown and, unfortunately, it is likely that fans will never find out.
7 Rayleigh
Famed as the Dark King, Rayleigh is a legendary pirate in the One Piece world who is still very much alive. Although he has retired from piracy now, back in his prime, Rayleigh was a force to be reckoned with. He does not possess any Devil Fruit power, meaning that he terrorized the sea by using his Haki alone.
He has access to all three types of Haki and, at the very least, fans know that he has advanced two of his Haki types, these being Armament Haki and Conqueror's Haki. Rayleigh has been seen using a very refined form of the Color of Arms that Luffy finally attained in Wano, called Ryuo. Moreover, he was recently seen tapping into the power of the Color of the Supreme King in his skirmish against the Blackbeard Pirates.
6 Big Mom
Big Mom was one of the Emperors of the Sea until recently, however, now, her status remains unknown. Regardless, in her days as one of the Yonko, Big Mom was absolutely menacing. She was a master of her Devil Fruit powers and while she could defeat the vast majority of people with her fruit alone, she also possessed tremendous control over Haki.
In her case, she was a user of all the Haki types, however, in particular, she was a very good user of Armament and Conqueror's Haki. Fans saw her use Conqueror's Haki coating in Wano, using which she knocked out Page One in a single strike.
5 Kaido
Known to be the strongest creature on land, air, and sea, Kaido was one of the Yonko of the Sea until recently. He was finally defeated by Luffy, however, that doesn't take anything away from his strength. Kaido primarily utilized his Uo Uo no Mi, Model: Seiryuu in battle, however, he is one of the rare exceptions where both Devil Fruit power and Haki appeared to be on the same level.

Kaido trained his Haki tremendously to a point where he could knock out even the most seasoned pirates with a single blow of his Color of the Supreme King. Even after Luffy managed to learn this skill, Kaido displayed a level that was above that of the Straw Hat Pirate. Overall, his Haki was extremely advanced. In fact, he could tap into the advanced forms of all three Haki types, being able to see the future, land attacks without making contact and, at the same time, also coat himself in Conqueror's Haki.
4 Kozuki Oden
Wano's strongest samurai, Oden was an extremely skilled fighter who primarily relied on Haki during battle. Fans know he possessed two advanced types of Haki, at the very least. Oden had magnificent control over Ryuo, and, at the same time, he could also coat his blades in Conqueror's Haki.
Using his powers, he was able to scar Kaido and almost defeat him. Even though the war against the Beast Pirates that he fought was 10,000 versus 10, Oden could very well have won this battle, which just goes to show how tremendous his Haki was.
3 Whitebeard
Edward Newgate, famously known by the name of Whitebeard, was a legendary pirate who was believed to be the strongest man in the world at one point. He possessed the incredible powers of the Gura Gura no Mi, using which he could destroy the entire world if he so willed. On top of that, he also had tremendous Haki control.
Whitebeard had access to all three Haki types and fans know that he, at the very least, had access to the advanced form of Conqueror's Haki. He was seen making use of this power in his last fight against Roger and this fight ended in a tie, which suggests that his control over Haki was absolutely immense.
2 Xebec
Unfortunately, fans do not know much about Xebec or what powers he possessed as a pirate. However, given that he was so strong that Roger needed to team up with Garp, fans can assume that he was forced to be reckoned with. It is unknown if he relied on a Devil Fruit in battle or if Haki was his go-to ability.
That said, fans can rest assured that he most definitely possessed overpowered Haki. Whether or not fans will get to see this power in the future remains to be seen and, depending on how great his mastery of this skill was, he could even have been the very best Haki user in the entire series.
1 Roger
By far, the greatest Haki user in One Piece so far among the legendary pirates is Roger, the former Pirate King. Roger did not possess any Devil Fruit, yet he brought the entire world to heel using Haki alone. He possessed all three Haki types, however, it goes without saying that his strongest Haki type was Conqueror's Haki. Roger was seen coating his blade in this type of Haki on multiple occasions.
In his fight against Whitebeard, it was quite clear that his Haki was superior, given that Whitebeard also had a Devil Fruit ability at his disposal and, despite all that, the fight ended up being a tie. This is a clear indication that, even went sick, was an absolute monster and the strongest in the world.
