Luffy trained a lot with the Devil Fruit and developed different "Gears" that allowed him to take down extremely powerful opponents. However, without the Gears, Luffy's Gomu Gomu no Mi isn't anything special and there are plenty of other Devil Fruits in OnePiece that grant their users far superior powers.
10 Gura Gura no Mi
Originally, the Devil Fruit belonged to Edward Newgate, commonly known as Whitebeard. Whitebeard's Devil Fruit granted him insane power and he came to be known as the "Strongest Man in the World." The Gura Gura no Mi allows its user to create quakes.
These quakes could cause heavy casualties on the battlefield. Whitebeard was also able to create huge quakes on the sea, which allowed him to take down an entire fleet with ease. The Devil Fruit was later consumed by Blackbeard.

The Ope Ope no Mi was eaten by Trafalgar Law, who is one of the members of the Worst Generation. Doflamingo desperately tried to get his hands on the Devil Fruit, but Corazon stole it and fed it to Law. The Ope Ope no Mi grants its user some very powerful abilities.
With the power of the Devil Fruit, Law can create a ROOM, where he can control everything. The Devil Fruit can also be used to grant eternal youth to another individual, however, it comes at the cost of the user's life.

Blackbeard became a Yonko within a very short period. After Whitebeard's death, he defeated the remnants of the Whitebeard Pirates and claimed his place as one of the Yonko. The biggest reason behind his success was his Devil Fruit— Yami Yami no Mi.
It is a logia-type Devil Fruit that allows its user to create darkness that can consume everything. The gravity inside the darkness makes it almost impossible for a person to escape. Yami Yami no Mi can also nullify the power of other Devil Fruits.
7 Uo Uo no Mi, Model: Seiryu
Eaten by Kaido, captain of the Beasts Pirates, the Uo Uo no Mi is a Mythical Zoan-type Devil Fruit. The fruit was given to Kaido by Big Mom decades ago. It allows Kaido to transform into a giant eastern dragon. In his full beast form, Kaido can cover an entire town.
The Devil Fruit improves the durability of Kaido's skin, making it even more difficult to pierce it. It also allows Kaido to use powerful attacks such as Blast Breath, Dragon Twister, etc.
6 Magu Magu no Mi
Akainu became the Fleet Admiral of the Marines after defeating Kuzan in an intense fight at Punk Hazard. He is a firm believer in "Absolute Justice," to the point where he would kill anyone who doesn't fight for justice.
Akainu possesses the Magu Magu no Mi, which is a Logia-type Devil Fruit. The Devil Fruit allows Akainu to create and control magma at will. The Magu Magu no Mi is said to possess one of the highest offensive powers in OnePiece.
5 Tori Tori no Mi, Model: Phoenix
The Tori Tori no Mi, Model: Phoenix is a Mythical Zoan-type Devil Fruit that was eaten by Marco, the First Division Commander of the Whitebeard Pirates. The Devil Fruit was introduced in the Marineford arc, where the pirates and the Navy were involved in a gruesome war.
Tori Tori no Mi, Model: Phoenix grants Marco the ability of flight, making it one of the few Devil Fruits to do so. The blue flames allow him to heal from all kinds of damage that he takes. He can also use the Devil Fruit to heal others around him.
4 Hito Hito no Mi, Model: Daibutsu
The Devil Fruit was eaten by Sengoku, the former Fleet Admiral of the Marines. It is an incredibly strong Devil Fruit that allows Sengoku to transform into a giant golden Buddha.
In his transformed state, Sengoku was able to create shockwaves from the palms of his hand. The Devil Fruit also increases the physical abilities of an individual, which is a bonus.
3 Soru Soru no Mi
Soru Soru no Mi is the Devil Fruit of Charlotte Linlin. It is a Paramecia-type Devil Fruit that allows her to steal the souls of other people and infuse them with inanimate objects. Big Mom can also use parts of her soul to create stronger homies that can cause a lot of destruction.
It is easily among the most overpowered Devil Fruits in the series. Big Mom's Devil Fruit allows her to potentially kill an individual with just a single hit.
2 Mochi Mochi no Mi
The Mochi Mochi no Mi is a special Paramecia-type Devil Fruit that was eaten by Charlotte Katakuri, one of the Sweet Commanders of the Big Mom Pirates. The Devil Fruit allows him to create and manipulate mochi at will.
After awakening the Devil Fruit, Katakuri was able to transform objects in his surroundings into mochi and use them to fight others. This Devil Fruit made Katakuri nearly unbeatable, and he pushed Luffy beyond his limits.
1 Inu Inu no Mi, Model: Okuchi no Makami
The Inu Inu no Mi, Model: Okuchi no Makami was eaten by Yamato, Kaido's son. The Devil Fruit is valued highly by Kaido as he considers the Makami the guardian deity of Wano.
Being a Mythical Zoan-type Devil Fruit, Inu Inu no Mi, Model: Okuchi no Makami boosts Yamato's physical strength. It also allows Yamato to transform into a full wolf and a wolf hybrid at will. With the power of the fruit, Yamato can shoot ice from his mouth.
