Cipher Pol Number 9, also known as CP9, is a special group that works for the World Government in One Piece. This group was created by the users of the Rokushiki, and thus every member holds tremendous power up their sleeve. Unlike the Cipher Pol groups that come before it, this group doesn't specialize in intelligence gathering.

Instead, they're known for their incredible ability to assassinate others and wipe out all those who stand in the World Government's way. One Piece's Water 7 Saga Introduced fans to them as the main antagonists and revealed the stunning power of all their members.

Updated on August 31, 2023, by Rei Penber: The CP9 is one of the best antagonistic groups in the entirety of One Piece. Fans absolutely love the Enies Lobby arc of the story and the CP9 members are some of the biggest reasons why this arc is held in great regard. Not only were the members of CP9 engaging and fun, but they were also tremendously powerful. While this list already goes over the vast majority of the important CP9 members and their strengths, a lot of these members possessed specialization in the Rokushiki arts. As such, this list has been updated with information on what member of CP9 has mastered which ability.

10 Spandam

Spandam is the former Chief of the CP9, succeeding his father, Spandine, years after the Ohara Incident. Out of all the members of the group, Spandam was certainly the weakest despite being the Chief. In combat, Fukurou mentioned that Spandam was even weaker than an average Marine soldier. Spandam did, however, have his trusty sword Funkfreed with him. Funkfreed ate the Zoan type Zou Zou no Mi, giving it the power to become an elephant at will.

With its powers, Spandam could somewhat fight strong people, however, the fact remains that he was still the weakest CP9 member by quite a margin. Currently, Spandam has somehow been promoted to CP0, but he doesn't have the same level of power that he once had. In fact, he's now Lucci's subordinate, which is rather fitting, given that he's extremely weak.

9 Nero

Nero was a user of some Rokushiki techniques and was up for a position in the CP9. According to him, he was recommended by Spandam. Nero showed the fans his capabilities on the way to Enies Lobby in his fight against Franky, the Cyborg.

Despite all that, it didn't take Franky long to deal with Nero and completely crush him. Nero's control over the Rokushiki techniques was weak, and he could barely escape Rob Lucci's fury when the two clashed momentarily. He was, without a doubt, one of the weakest members of the CP9 ever. In the end, he was disposed of by none other than Rob Lucci, who deemed him too weak to be a part of the group.

8 Kalifa

Kalifa is known to be the weakest member of the CP9 which is evident from her Doriki rating of 630. Although she does have a Paramecia-type Devil Fruit, Kalifa is still nowhere near as impressive as the other members.

She has a mastery over all the Rokushiki arts but her specialty appears to be Geppo. Kalifa was strong enough to hold her own against Sanji in a fight, however, only because Sanji couldn't bring himself to harm her. When matched up against Nami, she held the upper hand but ultimately lost the battle still.

7 Fukurou

Like Kalifa, Fukurou is also rather weak when compared to the higher-ranked members of the group. Introduced during the Enies Lobby arc, Fukurou has a Doriki rating of 800. He was matched up against Franky during the Enies Lobby arc and did surprisingly well.

However, Fukurou didn't have enough in him to take down the Cyborg of the Straw Hat Pirates. His control over the Rokushiki arts was decent but he shone especially when it came to Soru. Despicable having a strong Tekkai, Fukurou couldn't withstand Franky's strongest punches.

Fukuro's Specialty - Geppo

Fukuro was known to be a user of all Six Powers, however, his biggest strength was certainly Geppo. He mentioned himself that he excelled in this skill quite a lot and his usage of it was a clear indication of that as well.

Fukuro was seen using Geppo with a single leg, which is a skill unique to him and a handful of others. He could also use this skill to run in the air and that is also something that only he was seen using. Furthermore, Fukuro is the first member of CP9 who was seen making use of different variations of Geppo.

6 Kumadori

Unlike the CP9 members who worked at the Galley La, Kumadori was on various seperate missions along with the rest of the CP9 members. He was introduced to the fans during the Enies Lobby arc where he fought against Chopper.

With a Doriki rating of 810, Kumadori was slightly stronger than Fukurou and he specialized in the usage of Seimei Kikan, or Life Return. This power allows him to control every part of his body however he wants, and for Kumadori, it serves as a way to manipulate hair and use it in combat. While he was certainly impressive, he got completely crushed by Monster Chopper during the arc.

Just like all other members of the CP9, Kumadori certainly mastered all Six Powers as well. Fans could see him use a variation of Shigan throughout his fight against Nami and Chopper, however, it goes without saying that his biggest strength in combat was Life Return, also known as Seimei Kikan.

This ability gave him a massive advantage in battle and was, by far, his biggest attribute in combat. In fact, despite him being a user of Six Powers, Kumadori was mostly about Life Return. That said, he was a fairly balanced fighter.

5 Blueno

Bleuno was a member of the CP9 group that infiltrated the Galley-La organization. He posed as the bartender during his time there and when the job was done, Blueno stepped forth as an antagonist. Although he was impressive during the Water 7 arc, he was also the first to fall on Enies Lobby.

When matched up against Luffy, Blueno was able to hold his own against him in his base form. However, once Luffy utilized Gear Second, he couldn't keep up. His Rokushiki, especially Tekkai, was decent, but not as strong as the three best members of this organization.

Blueno had mastered all Six Powers, however, his understanding of Tekkai, also known as Iron Body, was a bit higher than the other skills. Blueno could use Tekkai while moving like a cartwheel and this was one of his biggest strengths.

Furthermore, he could also use a strengthened version of Tekkai, as seen when he attempted to block Luffy's Jet Bazooka. Sadly, the power of his techniques proved to be insufficient to stop Luffy and his Gear Second techniques. Nonetheless, Blueno certainly made it clear that out of all the skills that he possessed, Tekkai was the one that he had the most control over.

4 Jabra

Like Kumadori and Fukurou, Jabra stayed behind on the Nightless Island and worked on several missions there. During the Enies Lobby arc, he was the opponent of none other than Sanji and he fared quite well against him. With a Doriki of 2180, Jabra was extremely powerful and more than twice as strong as Blueno. What's more, Jabra also had the power of the Inu Inu no Mi, Model: Wolf at his disposal, and being a carnivorous Zoan, this strengthened him up even further.

When it came to Rokushiki, Jabra specialized in the usage of Tekkai and was the only member of the group who could use it while moving. All things considered, Jabra was pretty powerful and would've defeated Sanji had the latter not developed Diable Jambe to burn through his defenses.

Jabra was, by far, the best user of Iron Body in the entirety of CP9. He had taken the usage of this skill to the very next level and developed an entire fighting style around it, called Tekkai Kenpo.

Using this fighting style, Jabra would use Tekkai while moving around, and he claimed that he was the only member of CP9 who could do that. His mastery of this skill was enough to see him block some of the strongest attacks, such as Zoro's sword techniques as well as Sanji's kicks. Undoubtedly, Jabra's mastery over Iron Body was incredible.

3 Kaku

Kaku was introduced to the fans as a shipwright of the Galley-La company and only towards the end of the arc was he revealed to be a villain. As a member of the CP9, it goes without saying that Kaku was exceptionally powerful. He had a Doriki rating of 2200, which makes him slightly stronger than Jabra, however, his Devil Fruit gave him a slight disadvantage.

During the Enies Lobby arc, Kaku ate the Ushi Ushi no Mi, Model: Giraffe, and gained extra power. With its power, he was able to hold his own against Zoro for quite a while and even overwhelm him in battle. Kaku's skill with Rankyaku was special and he inflicted several injuries on Zoro. Eventually, he was defeated by Zoro tapping into the power of Asura.

Kaku relied quite a lot on his Devil Fruit in combat, however, when it comes to the Six Powers, Kaku was believed to be a master of Rankyaku. He made incredible use of this ability in his fight against Zoro. In fact, his four-sword style heavily relied on Rankyaku as his legs were two of his swords.

Even in his Devil Fruit form, he could incorporate Rankyaku very efficiently as seen when he used abilities such as Sky Slicer. His slicing power was immense and even Zoro had a hard time dealing with them. Undoubtedly, Kaku was the best user of this skill in the entire CP9.

2 Who's Who

One Piece Who's Who Tekkai

Who's Who is a member of Kaido's Beasts Pirates and serves there as one of the Tobiroppo. 12 years ago, he was a member of the CP9 and was a part of the same group as Lucci, Kaku, and the others. Who's Who has the powers of the Neko Neko no Mi, Model: Sabertoothed Cat, which is an incredibly powerful Ancient Zoan Devil Fruit. In fact, his Devil Fruit is the most powerful out of all the CP9 fruits. Who's Who's talent was such that he was often compared to Rob Lucci and hailed as a generational fighter.

Unfortunately for him, his vessel was attacked by Shanks when he was guarding the Gomu Gomu no Mi, and his failure to do so led to his eventual imprisonment. Who's Who would certainly be either the strongest CP9 member or one who's neck and neck with Rob Lucci.

Who's Who was not seen fighting alongside the other members of the CP9 in Enies Lobby, however, fans know for a fact that he possesses incredible control over all Six Powers. He was seen using quite a lot of Shigan in his fight against Jinbe on Onigashima.

This certainly means that this is the skill that he excels in the most. In fact, he was able to pierce Jinbe's body even when the latter was clad in Armament Haki. Furthermore, he could also combine Finger Pistol with his Devil Fruit powers and create techniques such as the Fang Pistol.

1 Rob Lucci

Lucci was the strongest member of the CP9 and just like Kaku, he posed as a shipwright in the Galley-La company. He was the main antagonist of the Enies Lobby arc and was thus inevitably Luffy's rival. Rob Lucci had a staggering Doriki of 4000, which was twice as much as Kaku's, and on top of that, he also had a carnivorous Zoan-type ability up his sleeve in the Neko Neko no Mi, Model: Leopard. Lucci was a master of all the Rokushiki arts and was the best user of this art that fans have seen.

This is evident from the fact that he is the only member of the group capable of tapping into the power of Rokuogan, which is accessible only to those with a perfect mastery of the skill. Like Kumadori, he could also use Seimei Kikan and he almost crushed Luffy in battle. Undoubtedly, Lucci was the strongest member of this group.

Lucci's Specialty - Shigan

Lucci is by far the strongest member of CP9 and his control over Rokushiki was far beyond that of any other member. In fact, he was over twice as strong as any other fighter in the group. When it comes to Rokushiki, Lucci excels in all of them, however, his biggest strength is certainly Finger Pistol.

He had several variations of this skill that gave even Luffy quite a lot of trouble. That said, he could use nearly any skill of the Six Powers with great efficiency. This is precisely why the Rokuogan was only available to him. While Lucci excels most in Shigan, the Rokuogan can be considered to be his other specialty.
