The Marines are the biggest organization in One Piece. They are the upholders of justice, and it is their responsibility to ensure that peace is maintained. 7 Monkey D. Luffy

Monkey D. Luffy is the captain of the Straw Hat Pirates, one of the most infamous crews in the world. He is the main protagonist of the story, and since starting his adventure, he has gone on to achieve great things. Monkey D. Dragon is the leader of the Revolutionary Army. At some point in the past, Dragon was involved with the Marines. He stayed with the organization until he found that there was no place for justice. Dragon left his position and started the Freedom Fighters.
After the Ohara Massacre, he founded the Revolutionary Army with Kuma and Ivankov. The group gained traction in next to no time and became one of the most famous organizations in the world. As the commander of the Revolutionary Army, Dragon is unquestionably one of the strongest characters in One Piece. With the story in the final arc, there is no doubt that Dragon's full power will be revealed sooner rather than later.
1 Imu

Imu, or Im, is the real sovereign of the World Government. They are speculated to be a member of the Nerona Family, which is among the twenty founding families of the World Government. According to Ivankov, it is highly likely that they underwent the Immortality Surgery of the Ope Ope no Mi.
Imu does have some kind of power, as evident from their attack on Nefertari Cobra. Keeping in mind that they are the supreme ruler of the world, it is very likely that they are among the strongest individuals in the series.
