Blackbeard has two Devil Fruits in his arsenal. The Gura Gura no Mi allows him to create quakes that can destroy an entire island. The Yami Yami no Mi is a Logia-type Devil Fruit that grants Blackbeard the power of darkness. With this Devil Fruit, Blackbeard can nullify the abilities of other individuals. Blackbeard can also use at least two types of Haki, which adds to his strength. If there is anyone who can beat Dragon, it is Blackbeard.

4 Monkey D. Luffy

Monkey D. Luffy is the protagonist of the series. He is the captain of the Straw Hat Pirates and one of the Yonko. Luffy has fought against dangerous opponents, and these battles greatly enhanced his physical and mental strength. Luffy has access to his Devil Fruit awakening along with the advanced versions of all three types of Haki.

For many of his victories, Luffy had to combine his Devil Fruit with Haki to create a new power-up. His biggest achievement to date is taking down Kaido and liberating Wano from his tyranny. Shanks does not have a Devil Fruit, but his Haki is ridiculously strong. Just a burst of his Haoshoku Haki was enough to terrify a Navy Admiral. Furthermore, Shanks nearly wiped out the Kid Pirates with a single strike. So, Dragon will find Shanks a very difficult opponent to beat.

Akainu is the current Fleet Admiral of the Marines. He was promoted to the position after defeating Aokiji in a fierce battle in Punk Hazard. Akainu is a determined individual who pursues his targets until they are eliminated.

Akainu is endowed with the power of the Magu Magu no Mi, a Logia-type Devil Fruit, which allows him to create and manipulate magma at will. The Devil Fruit's offensive power is among the highest in One Piece. As the leader of the Revolutionary Army, Dragon is at the top of Akainu's list of enemies. It is highly likely that there may be a showdown between them in the future, and the Fleet Admiral won't make things easy for Dragon.
