Devil Fruits are an incredible source of power in the One Piece world and they form the primary power system of the series. These are mystical fruits that are present all over the One Piece world, especially in the Grand Line, and eating them grants tremendous power to one in exchange for their ability to swim.

Devil Fruits are extremely special, however, overreliance on them can weaken an individual in the sense that they would not get enough time to train their other senses or abilities. While there are a lot of people who rely too much on the Devil Fruits, only a few stand out as way to over-reliance.

8 Doflamingo

The former king of Dressrosa, Doflamingo was an incredibly powerful Warlord of the Sea and he had tremendous control over his Devil Fruit power. Doflamingo possessed the ability of the Ito Ito no Mi using which he could manipulate strings and produce them from his body. He had even managed to awaken his Devil Fruit and was certainly one of the very few characters who could do that.

Sadly, Doflamingo did not train his Haki hard enough. His Haki was quite weak and this was quite clear during his fight against Luffy. It was because of this weakness that he ended up losing to the Straw Hat Pirate.

7 Jack

One of the All Stars of the Beast Pirates, Jack was an exceptionally powerful pirate who played a major role in the Four Emperors Saga. He was responsible for the massacre committed in Zou and, later on, in Wano, he ended up fighting against the samurai as well.

Jack was quite strong and possessed tremendous durability, much of which was down to the Ancient Zoan Mammoth Devil Fruit that he possessed. However, in terms of his other combat aspects, Jack was quite weak. He did not have decent Haki and everything that he had was owed to his Devil Fruit.

6 Ace

One of the strongest up-and-coming pirates of the current era, Ace was the user of the Mera Mera no Mi. This Devil Fruit belongs to the Logia class and, it is often believed that those who wield Logia Devil Fruits are quite arrogant. While Ace certainly had good control over his Haki, even though the manga did not highlight that, he was still too reliant on his Devil Fruit.

Ace's Haki was decent and he actually could control all three types, but, sadly, he focused too much on his Devil Fruit powers.

5 Crocodile

One of the former Warlords of the Sea, Crocodile is yet another character who focused too much on his Devil Fruit powers and did not train his other senses. Crocodile could control the Suna Suna no Mi incredibly well. It is also hinted that he might have awakened this Devil Fruit, although this has not been confirmed just yet.

Regardless, Crocodile did not possess any Haki, despite being a veteran in the New World and a very famed pirate, which was quite bizarre.

4 Eustass Kid

One of the Worst Generation pirates, Kid is a 3 billion berry pirate and for any individual with such a high bounty, one would expect top-tier control over Haki as well as Devil Fruit. Sadly, Kid has only got good control over his Devil Fruit powers.

Kid mastered the usage of his Jiki Jiki no Mi, using which he can control powers of magnetism and he has even awakened the fruit. Sadly, his control over Haki is very basic.

3 Trafalgar Law

Trafalgar Law is also a Worst Generation pirate and one of the strongest that fans have seen in the story. He has a 3 billion beri bounty on his head and much of that is down to his incredible application of the Ope Ope no Mi. Law is exceptionally powerful, however, he would be even stronger if he trained his Haki harder.

Law possesses great control over Haki and he has recently leveled it up after Wano, as seen during his fight against Blackbeard, however, he still has ways to go and is still too reliant on his fruit.

2 Kizaru

One of the Admirals of the Marines, Kizaru is extremely reliant on his Devil Fruit. He has the Pika Pika no Mi, which makes him one of the fastest people in the world of One Piece.

He is always seen making use of various Devil Fruit abilities in combat and he rarely ever makes use of a Haki-based ability. It is this arrogance of his that restricts him in many ways.

1 Big Mom

The former Emperor of the Sea, Big Mom is a character who relies way too much on her Devil Fruit. This is a unique case as, here, it is more Oda's fault than it is Big Mom's. Big Mom actually possesses magnificent control over Haki. She has mastery over Conqueror's Haki Infusion and her Armament Haki is incredibly overpowered as well.

Yet, when she fought against Kid and Law, Oda conveniently made her focus specifically on Devil Fruit powers, and left her without the usage of Conqueror's Haki. As a result, the version of Big Mom that fans ended up seeing was over-reliant on Devil Fruit powers when she could very easily have incorporated Haki into her attacks and defeated both Kid and Law.
