Luffy, the protagonist of One Piece, is going to shake the entire world in the Final Saga, starting from the events of the Egghead Island. Luffy has recently become an Emperor of the Sea and that in itself means that he has grown tremendously in terms of strength over the years. Of course, while this has been a great step for Luffy, he's still quite young and possesses a lot of potential.

There are many characters that Luffy is yet to surpass, and these are characters that he will most likely face in the Final Saga. Through one way or another, Luffy will have to face them and surpass them in either infamy or battle strength.

6 Blackbeard

One Of The Yonko

Blackbeard is one of the Emperors of the Sea and certainly a very powerful adversary for Luffy. He might be one of the endgame villains for Luffy to take down, and a battle between these two characters is inevitable. Blackbeard is aiming for the One Piece, just like Luffy himself. This evidently sets them up for battle towards the end of the story and it will be extremely interesting to see whether Luffy ends up defeating him or not.

Regardless, Luffy will have to fight him and surpass him if he is to become the Pirate King. Blackbeard certainly won't let him get an easy run to the One Piece and that is what makes this fight very exciting. Right now, Blackbeard is also growing in terms of strength and while Luffy might actually be on his level, the fact is that he possesses two of the most powerful Devil Fruits and is still looking for more to increase his already great ability.

5 Shanks

Luffy's Idol

Shanks is one character that Luffy absolutely has to surpass in the Final Saga. While Luffy is already very strong, he is not on the same level as Shanks, especially in terms of controlling his Haki. No matter what aspect of Haki fans look at, Shanks is far superior to Luffy and he will have to reach higher levels if he is to match Shanks and surpass him.

These two characters will meet soon in One Piece and, when that happens, Luffy will have to prove to him that he is a superior pirate to the red-haired Emperor.

4 Roger

The Former Pirate King

Roger managed to shake the world of One Piece when he became the Pirate King and, as a result, it is not a surprise to the fans to know that his level of strength was the most that a pirate could achieve. Roger was even greater than Whitebeard and even his infamy was absolutely unmatched. Even today, there is no pirate who can stand on the same pedestal as Roger.

If Luffy is to surpass his legacy, he is going to have to surpass him in terms of both power and infamy. Of course, Luffy can only achieve this once he becomes a Pirate King himself and not anytime before. As such, this is going to be a long ride for Luffy.

3 Five Elders

The Underlings Of Imu

The Five Elders are some of the most interesting antagonists in One Piece. Although they were not all that active in the main events of the story, in the Final Saga, that has changed drastically. Fans have already seen the Five Elders to be powerful villains and even their devil fruit abilities have been teased by Oda.

Saturn, one of the Five Elders, appears to be the main antagonist of the Egghead Island arc. Luffy will have to fight and surpass Saturn in terms of power if he is to take the next step as a pirate. This is going to be incredibly exciting for One Piece fans to witness and, at the same time, it will also give Luffy another boost in terms of infamy as well as strength.

2 Joyboy

The Previous Nika

The previous Nika, Joy Boy was an absolutely incredible character. It must be noted that Joyboy is more of a title than it is the name of a person, however, at this moment, fans do not have the actual name of the person and, as such, this title is the only thing they can refer to him as. Regardless, Joy Boy was a powerful individual who existed during the Void Century. He was also known as Nika, the Sun God. Joyboy went from place to place liberating people and bringing smiles to their faces.

He was so magnificent that his legends were passed down centuries and even today, people in the One Piece world know of him. While Luffy himself is Joyboy as well as Nika, he hasn't built the same legacy as him. It is also possible that Luffy might be weaker than him right now. In terms of both strength and popularity, Luffy will have to surpass him in the Final Saga.

1 Imu

The Main Villain

By this point, it has already been clarified in One Piece that Imu is the final villain of the story. He is an exceptionally powerful figure who has pulled the strings from the shadows and has been alive since the time of the Void Century. Imu is incredibly powerful and Luffy is clearly not on his level just yet.

Luffy is still learning his trade as a Yonko and he has to improve control over his Devil Fruit powers as well as his Haki. As such, Luffy will need to surpass Imu by the end of the story, and only when he is able to do that can he save the world.
