Cavendish of the White Horse, who fans know to be a very famous pirate in the New World, is quite an incredible swordsman. His strength is not that he acquired a bounty of 330 million berries rather easily.

Cavendish's high bounty isn't inflated. In fact, every bit of it is deserved and he has proven this on many occasions, thanks to his powerful swordplay skills, the spirit of Hakuba, and, of course, incredible Haki. He certainly does possess this power and can utilize two of its types.

4 Shirahoshi

Shirahoshi, also known as the Mermaid Princess, is an incredibly important One Piece character. She was central to the events of the Fish Man Island arc, and even now, she is incredibly relevant. Being the Ancient Weapon Poseidon, she is going to play a massive role moving forward in the series.

3 Kozuki Momonosuke

Momonosuke is the current Shogun of Wano Country and the child of Oden and Toki. He is an incredibly powerful individual, especially now that he has gained some control over the mythical dragon Devil Fruit.

While Momonosuke will eventually have access to all three Haki types like his father, for now, he has access to just one, and that is Observation Haki. He utilized this skill actively in the Wano Country arc, although he had no real control over it.

2 CP9 Members

The CP9 members will forever be remembered as some of the most incredible villains in the One Piece story. They played a major role in the Water 7 Saga, and they are once again prevalent in the Final Saga of the series.

While some of them, such as Kaku and Lucci, are incredibly active in the Egghead Island arc, others are currently on the sidelines, waiting for an important role to pop up. They have certainly strengthened themselves tremendously over the years, and every single member of this group is now a user of Haki.

1 Vinsmoke Judge

The leader of the Vinsmoke family and the King of the Germa Kingdom, Judge is an individual who can utilize Haki at a very good level. This comes as a surprise, given that Judge largely relies on scientific technology and Raid Suits in battle, just like his children.

However, he can also bolster his already powerful body with Haki. This makes him the only second member of the Vinsmoke Family, other than Sanji, who can utilize this power. In fact, he might actually be quite an underrated user of Haki. In the Whole Cake Island arc, Judge was seen capable of clashing against Charlotte Snack, who was once the fourth member of the Sweet Commanders. Snack has a bounty of 600 million berries, and for him to fight against Snack even after taking several big injuries from Big Mom is incredibly impressive.
