There are plenty of pirates out in One Piece that have bounties on their heads. Some pirates have an insane amount (think billions!) of berries going for them then some have a bounty so low it's insulting to their skills. There are few out there who have bounties that might not be the highest but put into question if they're really worth that amount.
Some One Piece characters have a reputation going for them, but even that's not enough to have their bounties so high. Then, there are a few who shouldn't have high bounties because of their personalities or retiring from the pirate world.
10 Jewelry Bonney
- Current Bounty: 140,000,000 Berries
Part of the Worst Generation of pirates, considered top rookie pirates. No one knows exactly Jewelry has a high bounty on her head. Based on what has been seen, she hasn't really done much to earn such a high reward. Considering she's part of the Worst Generation, it's obvious she's gained a small reputation to be known by some people.
Bonney was captured by Blackbeard then arrested by Akainu/Sakazuki not too long after. She managed to escape somehow and her bounty remains the same after this.
9 Eustass "Captain" Kid
- Current Bounty: 470,000,000 Berries
When he first appeared, he had a real bounty on his head at 315,000,000 berries. This was because he slaughtered many innocent people throughout the Grand Line and earned himself a spot in the Worst Generation. The amount of the bounty seemed fitting with this known history and his vicious personality.
During the time skip, his bounty went up due to the many conflicts he was in. While Captain Kid does deserve a high bounty, it seems a little weird that his bounty is higher than Zoro and Sanji's bounties. Considering how powerful they are, Kid's bounty seems almost insultingly high.
8 Urouge
- Current Bounty: 108,000,000 Berries
Another one of the Worst Generation pirates. Urouge looks fearsome and has a Devil Fruit power that is strong, but his overall impact in the series is small. Being part of the Worst Generation seems to be the only thing he has going for him.
Other than this, Urouge has a bounty that is pretty high considering he hasn't done much and isn't that strong compared to other One Piece characters.
7 Foxy The Silver Fox
- Current Bounty: 24,000,000 Berries
Foxy may have his own crew, but he actually wanted to be part of the Straw Hats crew. Unfortunately for him, they turned him down. He doesn't really show up during major arcs and his rivalry with the Straw Hats almost appears petty.
Compared to other villains or semi-friendly rivals, Foxy's bounty is high for him considering he is not part of any major pirate group. How his bounty is higher than Buggy the Clown (who is a pirate warlord) is a mystery that might never be answered.
6 Buggy The Clown
- Current Bounty: 15,000,000 Berries
He has a fearsome power thanks to the Devil Fruit, but Buggy's bounty doesn't really need to be as high as it is. Compared to some other bounties, his is pretty low. His bounty is only as high as it is because of the events at Impel Down and being a former member of the Pirate King, Gol D. Roger. He was able to escape Impel Down, a prison known for housing the most dangerous pirates and having the toughest security.
It can be assumed that his bounty is as high as it is because of his former warlord status. Even with that title, Buggy just doesn't have the pizzazz as the other warlords like Dracule Mihawk, Bartholomew Kuma, or Boa Hancock. Their bounties are more than twice his bounty and their reputations far exceed his.
5 Charlotte Mont-d'Or
- Current Bounty: 120,000,000 Berries
A member of the Big Mom Pirates and the 19th son and 30th child of Charlotte "Big Mom" Linlin. His bounty seems to be as high as it is mostly because of being part of her crew. Compared to his siblings, Mont-d'Or isn't as strong as them and doesn't play a huge role overall.
Nothing about him makes him stand out when he's with his family. On his own, he is a strong fighter, but he's just not as impressive as some of his family members.
4 Scratchmen Apoo
- Current Bounty: 350,000,000 Berries
His bounty was pretty high when he first appeared. Because of it, he is known as one of the Worst Generation pirates. He's captain of the On Air Pirates and part of the Beasts Pirates. Other than that, he doesn't have much to him to give him such a high bounty compared to other top-tier pirates like Blackbeard and Luffy.
With him now being an underling to Kaido, Scratchmen Apoo doesn't seem like too much of a threat upfront anymore. His fight against Zoro and Drake also didn't do him any favors to heighten his image.
3 Bellamy
- Current Bounty: 195,000,000 Berries
No one knows what Bellamy did to even get his bounty in the first place. By the time he debuted, he was known as "The Big-Time Rookie". He was part of the Donquixote Pirates and even had his own crew, but overall Bellamy hasn't made quite the impact as other pirates.
It's unknown what he did to acquire such a high bounty, but it can be assumed it's anything he did for the Donquixote Pirates. Now that he's retired, Bellamy's bounty could go down and make his transition to normal life easier.
2 Jinbe
- Current Bounty: 438,000,000
Jinbe has been a pirate for a long time and certainly has a reputation. He's also very powerful and has been part of the Big Mom Pirates, was captain of the Sun Pirates, and is now part of the Straw Hat Pirates. He's a former warlord and allies with other big names in the pirate world. Unlike some pirates and the World Government (who receives bribes to ignore it), Jinbe abhors slavery and has beaten many Marines for calling freeing slaves a crime.
Jinbe's bounty has been earned and shows just how powerful he is, considering he doesn't have any Devil Fruit powers. He stayed with the Big Mom Pirates to keep his crew safe after learning the consequence roulette was rigged. He's saved Luffy by donating his blood to him. Overall, Jinbe is a nice and honorable pirate with a good moral compass.
1 Usopp
- Current Bounty: 200,000,000 Berries
While he is an excellent warrior and lives up to his Sniper King title, Usopp just comes up a little short on the "God" title. He's not as strong as the Monster Trio (and even acknowledges this) even though his sniper skills do come in handy a lot, but not enough to earn him his high bounty. Zoro and Sanji's bounties are high, but only about 130,000,000 berries higher than Usopp's. Relatively small bounties considering the amount of destruction they can cause and the fact that Zoro is Luffy's righthand man and Sanji is a lot stronger than Usopp along with being a former prince.
The only reason why he got a bounty in the first place was when he was in his "Sogeking" disguise. It wasn't until after defeating Sugar of the Donquioxte Pirates and freeing the toy slaves that Usopp was finally on the bounty map.
