Saturn is one of the Five Elders in the world of One Piece. Being the Warrior God of Defense and Science, he is quite easily one of the strongest characters in the entire story. Most recently, Saturn had his Devil Fruit powers revealed and it appears that he has the abilities of one of the Japanese Yokai, Ushi Oni.

It is beyond any doubt now that Saturn is among the strongest in the One Piece world and this means that only a handful of characters can take him on in combat. While there might be some who can stand up against him, there are even fewer characters who might be able to beat him.
5 Monkey D. Dragon
The leader of the Revolutionary Army, Dragon is quite easily one of the strongest characters in One Piece at the moment. Dragon created the Revolutionary Army with the goal of overthrowing the Celestial Dragons and the Five Elders. He wanted to create an army that could actually oppose the power of the military of the World Government. He has succeeded in doing so and the fact that he is a major threat right now in itself proves that Dragon is very strong.
Furthermore, his Number 2 is strong enough to fight against Marine Admirals, which means Dragon himself should be able to fight against Saturn, if the need arises. Dragon is exceptionally powerful and, even though his abilities have not been revealed fully so far, fans should absolutely expect him to be strong enough to take on Saturn in battle and, potentially, if luck sides with him, even defeat him.
4 Blackbeard
Blackbeard is one of the most dangerous personalities in the One Piece world. His rise to infamy has been a very intriguing one and he has gotten his way through treachery and evil every single time. Blackbeard is the most sinister of pirates in One Piece with the most sinister ability.
He has the power of two Devil Fruits in the Yami Yami no Mi and the Gura Gura no Mi. With the former, he can nullify the Devil Fruit powers of all other fruits and with the latter, he can create quakes strong enough to sink any island within a matter of seconds. It is beyond any doubt that Blackbeard is a ferocious power on the seas right now and, if he were to cross paths with Saturn, he could certainly give him a run for his money and, potentially, even defeat him in combat. Blackbeard is often underestimated, however, he is one character who can always pull the rabbit out of the hat and defeat those standing in his way.
3 Shanks
Shanks is yet another powerful pirate who, currently, has the highest bounty among the Four Emperors of the Sea. Shanks is tremendously powerful, even though he does not have a Devil Fruit. His Haki is almost unstoppable and the fact is that Shanks can even take down pirates worth 3 billion berries in a single swing of his sword.

He is the apprentice of Roger and someone who has reached similar heights as him in combat. Shanks can absolutely hold his own against any member of the Five Elders, including Saturn. If Shanks and Saturn were to fight, one would bet their money on the Red-Haired Emperor every single time.
2 Monkey D. Luffy
Luffy is the protagonist of One Piece and, currently, he ranks among the Four Emperors of the Sea as well. He has a bounty of 3 billion berries on his head and, even though the bounty is great, it does not do justice to the level of strength that he actually possesses. Luffy is the man who took down Kaido himself and he is certainly a strong enough force to oppose any fighter in the world.
He can take down Marine Admirals and he can certainly fight against the Five Elders as well. Even though Luffy might not be as strong as Saturn right now, he still has a lot of room to grow and he most definitely will have it in him to defeat Saturn if the two fight against each other. By all means, the incredible Devil Fruit power of Nika that he possesses, which grants him free-wheeling combat, combined with the incredible forms of Haku that he wields, Luffy can certainly beat Saturn.
1 Imu
The sovereign of the world, Imu is, quite easily, the strongest person in the World Government themselves. Fans should absolutely expect them to be on a level above the Five Elders. Their powers were briefly seen when they killed Cobra during the Reverie, however, not much is known about what they are capable of.
That said, in a hypothetical situation, if they were to fight against Saturn, even someone as strong as the Gorosei would stand no chance against the king of the entire world. Imu is simply that powerful and fans can only hope that they get to see their powers in the future of One Piece.
